CALL TO ORDER
City of Pasco Historic Preservation Commission was called to order by Commissioner Stafford
ROLL CALL
Commissioners Present: Chair Dan Staffor, Marilynn Baker, Jay Hendler, Malin Bergstrom, and Devi Tate
Commissioners Excused: Malin Bergstrom
Staff Present: C&ED Deputy Director Craig Raymond, Capital Improvements Project Manager Ryan
Mehaffey, and Administrative Assistant II Carmen Patrick
APPROVAL OF MINUTES
Commissioner Baker moved to approve the meeting minutes from December 2, 2025, seconded by
Commissioner Tate, motion passed unanimously.
UNFINSHIED BUSINESS
• Sylvester Donation Discussion
Commissioners inquired whether a photograph of the Sylvester family with City Manager Harold
Steward and Commissioner Baker had been sent to Mr. Sylvester. It was confirmed that the photo has
not yet been sent, and Craig Raymond stated he would ensure it is provided.
The Commission also asked whether the second check related to the Sylvester matter had been received.
Carmen Patrick confirmed that the check has arrived. Commissioner Baker inquired whether a letter
accompanied the check; it was unclear if one was included. Carmen Patrick stated she would follow up
with Finance to confirm.
Commissioner Baker shared that she had asked Mr. Sylvester whether a family tree exists and suggested
that, in the future, a family tree and photographs could potentially be displayed at City Hall.
Commissioner Stafford asked whether the family history was copyrighted, and Commissioner Baker
responded that it was not.
Commissioner Hendler suggested that a simple plaque, including a photograph and brief history of the
Sylvester family, be installed outside the Sylvester Conference Room, emphasizing a straightforward
approach. The Commission also discussed Pasco’s year of incorporation, and Commissioner Baker
stated she would research this information.
Commissioner Tate asked about the possibility of using the display case in City Hall to highlight the
Sylvester family and their contributions to the city. The Commission additionally discussed adding the
Sylvester family history to the Historic Preservation Commission (HPC) page on the City’s website.
It was decided the Commission would each come up with bullet points on what they think should be
noted regarding the Sylvester family history for the next meeting.
• Martin Luther King Jr. Community Center Update
Ryan Mehaffey provided an update on the community center project, noting that Phase 1 is
nearly complete and is currently awaiting issuance of the certificate of occupancy. A ribbon
cutting and open house are planned for next month. He stated that the City is very pleased with
the quality of the contractor’s work. Mr. Mehaffey also indicated that a walkthrough for

Historic Preservation Commission members has been arranged and will occur prior to the next
meeting.
The Commission asked about the proposed room names previously submitted to the Department of
Archaeology and Historic Preservation (DAHP). Mr. Mehaffey reported that the naming list is currently
under DAHP review and that final decisions will be made during Phase 2 of the project.

The next meeting will start at 3:30 and will take place at the Martin Luther King Jr. Community Center,
located at 205 S Wehe Ave.
