Parks & Recreation Advisory Board
5:30 PM - Thursday, March 13, 2025
Pasco City Hall, Council Chambers
CALL TO ORDER
The meeting was called to order at 5:36 pm, by John Morgan, Vice
Chairperson.
ROLL CALL
Board Members Present: John Morgan, Mark Middleton, Michael
Harrington and Sonee Wilson
City Council Representative Present: David Milne
City Staff Present: Brent Kubalek, Patrick Hicks, Jesse Rice, and
Elizabeth Olivo
APPROVAL OF MINUTES
Approve the November 14, 2024 and the January 9, 2025, Parks &
Recreation Advisory Board Meeting Minutes
MOTION: Mr. Morgan moved to approve the minutes from the
November 14, 2024 and the January 9, 2025, Parks & Recreation
Advisory Board Meeting Minutes. Mr. Harrington seconded the motion.
Motion carried unanimously. 4-0
COUNCIL REPRESENTATIVE & BOARD MEMBER REPORTS
Mr. Morgan mentioned that he has noticed a lot of preparation work for
the parks and is very positive about it.
STAFF REPORTS
Staff reported on the topics that were provided the PowerPoint
Presentation.

Aquatic Board - Safety Seminar
TCAS Shelter kennels installed
PSK - ARPA Dollars updated Equipment
Re-launch Adopt-A-Park
Lots sold for the Hub (Food Truck)
UNFINISHED BUSINESS
Inclusion of Radio Control Park for Consideration in the Next PROS
Plan Update Process
MOTION: Mr. Morgan moved to include the Radio Control Park topic for
consideration in the next PROS Plan Update. Mr. Middleton seconded the
motion. Motion carried unanimously. 4-0
MOTION: Mr. Morgan moved to include the Radio Control Park topic for

MISCELLANEOUS DISCUSSION
Mr. Morgan expressed appreciation for the Park and Recreation
updates.
Mr. Harrington agreed, stating that the presentations always help keep
the PRAB focused.
Mrs. Wilson inquired about the reasons for the decrease in participation
with Baloncesto del Este.
Mr. Kubalek explained that there are several possible factors, including
the community's lack of interest in basketball due to other programs
such as indoor soccer, insufficient announcements, and other possible
reasons.
Mr. Harrington suggested considering community awards, for specific
seasons. He suggested awards for Christmas decorations, Halloween,
etc..
