PUBLIC COMMENTS - The public may address the Tri-Cities Animal Control Authority (TCACA) on any items related to animal control within Kennewick, Pasco or Richland. This is to provide the opportunity to bring items to the attention of the TCACA or to express an opinion on an issue. Its purpose is not to provide a venue for debate or for the posing of questions with the expectation of an immediate response. Some questions require consideration by the TCACA over time and after a deliberative process with input from a number of different sources; some questions are best directed to staff who have access to specific information. Public comments will normally be limited to three minutes each. Public Comments Pa g e 4 o f 1 5 Tri-Cities Animal Shelter (TCAS) General Responsibilities Animal Shelter Services - include daily animal care, medical services, intake, adoption, surrender, fostering, rescue placement, volunteer management. Animal Control Services - barking dogs, roaming animals, animal complaints, neglect, abuse, legal actions and medical response needs. Community Outreach and Education - adoption events, educational presentations, assisted living home visits, social media. Will open the updated volunteer program alongside the opening of the new shelter which is expected to be the 2rd or 3rd week of January. Volunteer Program: Pa g e 1 1 o f 1 5 Kennels were delivered on December 2nd and install has begun. Install of the industrial washers, dryers and dishwasher are currently underway. The process of purchasing Furniture, Fixtures, and Equipment (FFE) to outfit the building's needs has begun. We have initiated the procurement process for an X-ray machine and other essential medical equipment to enhance our capabilities and provide the best possible care. Amanda Moreno from Mikey's chance. questioned the suspension of a couple volunteers and asked why they were seen at the shelter. Mr. Rice responded with following up with her after the meeting. Page 1 of 2Page 14 of 15 Mary Max Stated up to 15 volunteers have stopped walking dogs due to a toxic environment at the shelter, which includes slander against Mikey's Chance and its training academy. Allegations involve false aggression assessments and claims of drugging by certain trainers, with veterinarians willing to provide contradictory statements. Concerns about drug use during training and the welfare of dogs in foster care were raised. The training academy, intended to support a non-profit, is negatively affected by slander. Ms. Max calls for accountability in animal assessments and expresses disappointment over the city's lack of apology, while appreciating being heard. TRI-CITIES ANIMAL SHELTER UPDATES The TCACA representative reviewed and discussed the TCACA presentation.
