Commissioner Baker moved to approve the meeting minutes from October 7, 2025, with the correction that
Chair Stafford did not meet with the Sylvester family. Seconded by Commissioner Hendler, motion passed
unanimously.
UNFINSHIED BUSINESS
• Sylvester Donation
Commissioners discussed the next steps regarding the donation. It was determined that Carmen
Patrick will contact Mr. Sylvester to request that he issue a new check made payable to the City of
Pasco, with the funds designated for Commission use.
The Commission also discussed potential uses for the donated funds and agreed that
obtaining Mr. Sylvester’s input would be an appropriate first step. The goal is to identify a
meaningful project or purpose for the funds by spring 2026. The Commission requested that
the City send a thank-you card to Mr. Sylvester following the donation, accompanied by a
recent photo taken with him and his sons near the Sylvester Conference Room.
Commissioner Baker will forward the email from Mr. Sylvester containing details about the
family’s history so it can be included in next month’s meeting packet.
