This letter has gone unanswered, and I still have those concerns. Additionally, I am further concerned about: • Lack of adequate public process • Our team's and Council's inability to fully review the legitimacy of the proposed fee increase due to information likely being withheld by City staff. • Deviations in tonight's packet from what was discussed last week (significant annual fee escalation) • This proposed fee possibly being an illegal tax, which cannot be confirmed without additional information which is currently being withheld. Page 11of2 • Possible inconsistencies between what is being proposed tonight and FCS's actual results of the actual rate study work. Lack of stakeholder and councilmember ability to review actual ordinances being proposed, as these were not included in the staff packet, which is very out of the ordinary.
