OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO AND FRANKLIN COUNTY (HACPFC)
October 8, 2025 3:00 p.m.
The Commissioners of the Authority met in special session at the Housing Authority of the
City of Pasco and Franklin County's (HACFPC) administration office, 2505 W. Lewis Street,
Pasco, Washington on Thursday, October 8, 2025.
1. CALL TO ORDER
The meeting was called to order at 3:07 p.m.
2. COMMISSIONER ROLL CALL
Upon roll call, those present were as follows:
Present: Bishop (via telephone), Cook, Domingos, Dukelow,
Absent: Griffith
STAFF AND EX OFFICIO MEMBERS
Present: Brett Sanders, Interim Executive Director
Lisa Richwine, Executive Assistant/Recording Secretary
VISITORS Gary Dukelow
3. APPROVAL OF AGENDA:
Ms. Dukelow made a motion to approve the agenda as presented. Mr. Bishop seconded
the motion and it passed unanimously, 4 ayes, 0 nays.
4. CONSENT AGENDA
The consent agenda was approved as submitted. The only item was the minutes of the
regular meeting of September 25, 2025
5. NEW BUSINESS
(a) Adoption of Agreement for Attorney Services
Mr. Bishop made a motion to adopt the agreement for attorney services as
presented. Ms. Dukelow seconded and the motion passed unanimously, 4 ayes, 0
nays.
(b) Resolution #25/26-1032 Approving US Bank Signature Cards
Mr. Cook made a motion to adopt Resolution #25/26-1032. Ms. Dukelow seconded
the motion and it passed unanimously, 4 ayes, 0 nays.
(c) Motions arising from board discussion of previous motions or discussion — n/a
(d) Urgent matters not included in the agenda due to lack of time — n/a

6. EXECUTIVE SESSION
The Board adjourned to executive session at 3:10 p.m. for a duration of no longer than 30
minutes in accordance with the following:
(a) RCW 42.30.110 (f)
(b) RCW 42.30.110 (g)
The Board reconvened the regular session at 3:32 p.m.
8. ADJOURNMENT
The meeting was adjourned at 3:32 p.m.
The Board of Commissioners will next meet in regular session on October 30, 2025, at 4:00 p.m.
