MOTION: I move to approve Resolution No. 4648, awarding Bid No. 24620 for

IV. HISTORY AND FACTS BRIEF:
As part of a long-term project to improve GESA Stadium and in order to satisfy
new standards for Minor League Baseball Parks imposed by Major League
Baseball (MLB) and preserve the presence of the Dust Devils team within the
community, City staff worked with the Tri-Cities Dust Devils and Major League
Baseball to identify required improvements to the stadium to improve both

player and fan experience.
In 2019, fan seating and lighting upgrades were completed. In 2021 new
batting cages were installed. Post installment of the new batting cages, MLB
revised their specifications for the batting cages, requiring the need to expand
and enclose them. In 2023 both home and visiting team's clubhouses were
remodeled, locker rooms were expanded, and an umpire locker room was
created.
MLB has established a deadline for completion of of these improvements , and
failure to meet the deadline could result in monetary penalties to the team.
Timely completion is therefore critical to maintaining compliance with MLB
facility standards and protecting the teams ongoing operations in the Tri-Cities.

allocated to fund 2024 improvement phases of GESA Stadium Improvements.

outfield fence system, adding a new batter’s eye and foul poles, expanding
dugout seating, updating the sound and surveillance systems, creating a new
locker room for female staff, installing new video boards, and expanding and
enclosing the batting cages. Tonight's proposed action specifically focuses on
the last item: the expansion and enclosure of the batting cages.
During the design phase for the expansion and enclosure of the existing batting
cages, improvements be not could required it that determined was the
accommodated within the current batting cage footprint. As a result, new
pitching and hitting tunnels were designed at an alternate location on the
GESA Stadium campus.
A request for bids for the MLB Required Improvements at GESA Stadium
Pitching and Hitting Tunnels (Phase 1-C) was advertised in spring of 2025, but
bids were rejected due to exceedance from available budget. Staff and the
design consultant revised the project design and specifications in preparation
for re-advertisement of the project.
V. DISCUSSION:
The revised project was advertised on August 17, 2025. Public Bid opening
took place on September 11, 2025 and seven (7) bids were received.
A bid protest was received on Friday September 12, during the 48-hour protest
window, in regard to apparent low bidder not meeting the supplemental
responsibility criteria established for this project. The protest was found to have

merit. The apparent low bid was determined to be not-responsible.
The lowest responsive, responsible bid was submitted by G2 Commercial
Construction, Inc. in the amount of $806,949.00 (including tax). The engineer's
estimate was $849,556.13 (including tax).
City Staff completed review of the bid submittal, found no exemptions or
irregularities, and recommends award of the bid to G2 Commercial
Construction, Inc.

RESOLUTION NO. 4648
A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
AWARDING BID NO. 24620 FOR MLB REQUIRED IMPROVEMENTS AT
GESA STADIUM PITCHING AND HITTING TUNNELS (PHASE 1-C)
PROJECT TO G2 COMMERCIAL CONSTRUCTION, INC.
WHEREAS, the City of Pasco (City) identified the MLB Required Improvements at
GESA Stadium in the approved Capital Improvement Plan; and
WHEREAS, this Contract provides for the construction of enclosed pitching and hitting
tunnels and associated civil work; and
WHEREAS, the City solicited sealed public bids for this project, identified as MLB
Required Improvements at GESA Stadium pitching and hitting tunnels (phase 1-C) Project; and
WHEREAS, on September 11, 2025, at 2:00 p.m., seven (7) bids were received and
opened by the City; and
WHEREAS, G2 Commercial Construction Inc. had a bid of $806,949.00, the Engineer’s
Estimate after tax was $849,556.13; and
WHEREAS, the bid documentation was reviewed, and G2 Commercial Construction, Inc.
was determined to be lowest responsible and responsive bidder.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
That the City hereby awards the MLB Required Improvements at GESA Stadium pitching
and hitting tunnels (phase1-C) Project to G2 Commercial Construction Inc., in the amount of
$806,949.00; and further authorizes the City Manager to execute the Contract documents.
Be It Further Resolved that this Resolution shall take effect and be in full force
immediately upon passage by the City Council.
PASSED by the City Council of the City of Pasco, Washington, on this ___ day of
September, 2025.
