IV. HISTORY AND FACTS BRIEF:
Councilmember Pete Serrano resigned from Council Position No. 4 effective
August 9, 2025. Council subsequently approved a process by which to recruit
for and select a qualified individual to fill the remainder of the term for Council
Position No. 4. The regular term for Council Position No. 4 expires December
31, 2025.
Per Council direction, the vacant position was advertised August 19th through
September 2, 2025, resulting in 7 qualified applicants from Pasco residents
living in Council Voting District No. 4 to fill the vacant Council seat.
On September 8, 2025, Council met in Executive Session, per RCW
42.30.110(1)(h), and discussed the qualifications of the applicants for
appointment to Council Position No. 4 and after the Executive Session
concluded, Council publicly announced the list of candidates to interview at the
September 15th Special Council Meeting.

V. DISCUSSION:
The City Council is not required to fill the position at this meeting. If however,
following the interviews, Council determines it appropriate to appoint one the
candidates to serve through December 31, 2025, then Council will conduct an
internal election process. Such a process will entail nomination(s) of the
candidate(s) from Council and a voting process until a nominated candidate
receives a majority of votes from among the City Council.
If a nominee receives a majority vote, the Mayor is authorized to administer the
Oath of Office for new the Councilmember.
Should Council need additional time for consideration of candidates the
appointment may be scheduled for a later date, or in the event Council wishes
to evaluate additional candidates, Council may instruct staff to reopen the
posting.
