Shane O'Neill, Senior Planner, has seven years of City Planner experience working for the City of Pasco, and seven years of experience working for the City of Richland Planning Department. This letter offers Clover Planning's recommendation on amending Pasco's Zoning Code to be more permissive of carwashes in the C-1 Retail Business zone while maintaining reasonable protections for residential zones. Currently, PMC 25.85.020 (14) — Permitted uses, states: Car washes provided they are located more than 300 feet from a residential district, To modify this provision while protecting residences from significant nuisances Clover recommends the following revision to PMC 25.85.020 (14): Car washes provided they are leeate' more than 300 fee separated from a residential districts by any public road right-of-way; Amending the code this way will ensure carwashes do not directly abut parcels containing residences. The impacts generated by public roads, together with the distance separation they provide, serve as a buffer between carwashes and sensitive residences. Carwashes are appropriately located in retail zones such as the C-1 zone. And it is reasonable to allow the C-1 zone adjacent to residential zones. There is however, a need to provide enhanced buffers between certain retail uses and residences. The recommendation above achieves this balance succinctly.
