RESOLUTION NO. 2025-03
A RESOLUTION OF THE PASCO PUBLIC FACILITIES DISTRICT
BOARD ENDORSING DRAFT BY-LAWS AND ARTICLES OF
INCORPORATION FOR THE ASSOCIATION OF WASHINGTON STATE
PUBLIC FACILITIES DISTRICT (AWSPFD)
WHEREAS, the Pasco Public Facilities District (PPFD) was duly formed pursuant to
Chapter 35.57 of the Revised Code of Washington on July 15, 2002, by the adoption of City of
Pasco Ordinance No. 3558, and granted all powers provided by law pursuant to RCW 35.57.010;
and
WHEREAS, the public facilities districts in the State of Washington have sought to
promote free communication and the exchange of ideas; to assist and serve in the prosecution or
defense of interests common to Washington public facilities districts, including the enactment of
beneficial legislation and defeat of such measures inimical to public facilities districts interests;
and to promote education in municipal government through the provision of publications and
training opportunities; and
WHEREAS, the Association of Washington State Public Facilities Districts (AWSPFD)
has acted as the de facto organization public facilities district have used since their creation to
coordinate, cooperate and facilitate the development, improvement, operation, maintenance,
service delivery, effective administration and other matters to enhance the function and purpose of
Public Facility Districts (PFD) established under chapter 35.57 RCW and chapter 36.100 RCW
throughout the State of Washington; and to foster and maintain best practices for PFDs to ensure
positive stewardship of taxpayer monies entrusted to member PFDs throughout the state; and
WHEREAS, the PPFD has been and continues to be an active participant and contributing
member to the AWSPFD;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE PASCO PUBLIC FACILITIES DISTRICT as follows:
Section 1. That the PPFD endorse the draft of By-Laws, which is attached
hereto and incorporated herein by reference as Exhibit A.
Section 2. That the PPFD endorse the draft of Articles of Incorporation, which is
attached hereto and incorporated herein by reference as Exhibit B.
Section 3. That this Resolution shall take effect immediately.
