OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO AND FRANKLIN COUNTY (HACPFC)
February 27, 2025 4:00 p.m.
The Commissioners of the Authority met in regular session at the Housing Authority of the
City of Pasco and Franklin County's (HACFPC) administration office, 2505 W. Lewis Street,
Pasco, Washington on Thursday, February 27, 2025, 4:00 p.m.
1. CALL TO ORDER
The meeting was called to order at 4:00 p.m.
2. COMMISSIONER ROLL CALL

3. APPROVAL OF AGENDA:
Mr. Bishop made a motion to approve the agenda as presented. Ms. Dukelow seconded the
motion and it passed unanimously, 4 ayes, 0 nays.
4. CONSENT AGENDA
The consent agenda was approved as submitted. Included were the minutes of the regular
meeting of January 30, 2025, and the checks listings for January 2025 — U.S. Bank General
Operating Account checks numbered 8327-8596 totaling $386,745, and U.S. Bank
Security Deposit Fund checks numbered 62-63 totaling $778.
5. STAFF REPORTS
Mr. Truman gave the Commissioners a presentation on HACPFC's investments and
discussed a withdrawal of funds from the investments to help with repairs and upgrades to
our Affordable Apartments.

Commissioners asked what effect the new presidential administration will have on funding
for our housing programs. Mr. Truman stated that HUD will experience staffing cuts at the
regional level. The following funding reductions have been reported so far:
• 2-5% reduction in Public Housing;
5% reduction in Capital Fund;
• Housing Choice Voucher /Section 8 — flat funding
• Family Self -Sufficiency— 11-12% cut
Mr. Truman reported that the audit for Varney Court has been completed and there were
no findings.
There was a minor finding discovered during the Smith Marion agency audit. This was due
to a software conversion accounting error.
There has been a positive gain in our Housing Choice Voucher count.
Several "Three -Day Comply or Vacate" notices were issued to tenants for criminal
behavior. Those tenants have moved out on their own without our having to start the
eviction process.
Mr. Sanders reported that Requests for Proposals are being solicited for a Physical Needs
Assessment and Legal Services. He's also gone out for bid for lawn mowing services.
6. NEW BUSINESS
(a) Resolution #24/25-1021 Adopting Public Housing Admissions and Continued
Occupancy Policy
Mr. Bishop made a motion to adopt Resolution #24/25-1021. Ms. Dukelow seconded it
and the motion passed unanimously, 4 ayes 0 nays.
(b) Resolution #24/25-1022 Adopting Housing Choice Voucher Administrative Plan
Ms. Dukelow moved to adopt Resolution #24/25-1022. Mr. Bishop seconded the motion
and it passed unanimously 4 ayes, 0 nays.

9. ADJOURNMENT
The meeting was adjourned at 4:40 p.m.
The regular March meeting of the Board of Commissioners has been canceled and the Board will
next meet in special session on April 10, 2025, at 4:00 p.m.
