HomeMy WebLinkAbout2025.02.24 Council Minutes MINUTES City Council Workshop Meeting 7:15 PM - Monday, February 24, 2025 Pasco City Hall, Council Chambers & Microsoft Teams Webinar CALL TO ORDER The meeting was called to order at 7:15 PM by Pete Serrano, Mayor. ROLL CALL Councilmembers present: Pete Serrano, David Milne, Blanche Barajas, Melissa Blasdel, Charles Grimm, Peter Harpster, and Leo Perales Councilmembers attending remotely: Councilmembers absent: None Staff present: Dave Zabell, Interim City Manager; Richa Sigdel, Deputy City Manager; Angela Pashon, Assistant City Manager; Darcy Buckley, Finance Director; Kevin Crowley, Fire Chief; Eric Ferguson, City Attorney; Craig Raymond Deputy Community & Economic Development Director; Jesse Rice, Parks & Recreation Director; Ken Roske, Police Chief; Maria Serra, Public Works Director; and Debby Barham, City Clerk VERBAL REPORTS FROM COUNCILMEMBERS Mr. Grimm reported on the recent Benton Franklin Council of Governments meeting and the Push-in Ceremony at Fire Station No. 85. He commented on a recent Legacy Events ribbon-cutting event. Lastly, he commented on a meeting he had with staff related to transportation impact Fees. Mayor Serrano reported on the Push-in Ceremony and the Legacy Events ribbon- cutting event and the Hanford Area Economic Investment Fund Advisory Committee meeting. Mr. Zabell stated that there will be another opportunity for Councilmembers to attend a meeting for the Traffic Impact Fees. Mayor Serrano announced that one of the presenters for Item 5(a) Presentation - Pasco Municipal Court Overview, has not arrived to the meeting and it was recommended that this item be moved down in the agenda. MOTION: Mayor Pro Tem Milne moved, seconded by Councilmember Grimm to swap Item 5(a) Presentation - Pasco Municipal Court Overview and 5(b) Resolution - 2025-2029 Tri-Cities HOME Consortium Consolidated Plan/2025 Annual Action Plan. RESULT: Motion carried unanimously. 7-0 AYES: Mayor Serrano, Mayor Pro Tem Milne, Councilmember Barajas, Councilmember Blasdel, Councilmember Grimm, Councilmember Harpster, and Councilmember Perales ITEMS FOR DISCUSSION WITH OPPORTUNITY FOR PUBLIC COMMENT Resolution - 2025-2029 Tri-Cities HOME Consortium Consolidated Plan and 2025 Annual Action Plan Mr. Raymond introduced Kristin. Webb, Block Grant Administrator, who presented the proposed 2025-2029 Tri-Cities HOME Consortium Consolidated Plan and the 2025 Annual Action Plan. Council and staff held a brief question and answer period regarding program funding. Mayor Serrano called for public comments three (3) times and no one came forward to speak. Presentation - Pasco Municipal Court Overview Ms. Pashon introduced Pasco Municipal Court Judge Craig Stilwill & Grecia Delgado, Court Community Resource Coordinator. Judge Stillwill presented an overview of the Pasco Municipal Court (Court) functions and duties. Judge Stillwill and Ms. Delgado then focused on the Court Community Resource Program. Lastly, Judge Stillwill provided an update on the Blake Ruling and the impact it has had on Municipal Court. Mr. Grimm expressed appreciation to Ms. Delgado, Judge Stillwill and Court staff for their work and efforts in assisting those individuals stay out of jail. Mr. Perales asked how recidivism is measured and Judge Stillwill stated the cases are currently tracked manually and new case management software Mayor Serrano called for public comments three (3) times and no one came forward to speak. DKS Associates Red Light Cameras Study Phase 3 Presentation & Resolution - 5-Year Agreement with Verra Mobility for Red Light Cameras Police Captain Harpster introduced Aaron Berger, of DKS Associates, who reported on the Automated Traffic Safety (Red Light) Camera program including their detailed analysis, findings and recommendations for the Red Light Cameras program. Council, Mr. Berger and staff continued discussing the Red Light Camera program, which included: • The purpose of the program is traffic safety by the reduction of crashes, especially crashes that cause injuries • How the revenue from the tickets is used • Additional red light cameras placement Captain Harpster explained the proposed five-year contract with Verra Mobility. Mayor Serrano called for public comments three (3) times and no one came forward to speak. Irrigation Utility Revenue Requirements & Connection Charges Ms. Serra provided a brief report on the proposed Irrigation Utility revenue needs and the connection charges needed to run this utility. Council discussion ensued and included: • Growth paying for growth and interested meeting in the middle • Confirmed that fee amendments are needed • Concern about reaching Spanish speaking residents • Torn on this topic and is there a program to assist income limited households Mayor Serrano called for public comments. Katie Copeland, Pasco realtor, expressed concern about the rate increases and how that may negatively impact with affordable housing. David Cortinas, Latin Business Association (LBA), expressed concern on behalf of the LBA business owners paying more for irrigation water. He also expressed concern about the outreach in the Spanish speaking community. Ms. Pashon explained the communications made to notify residents. Celeste F. Carlson Stanly, Pasco resident, expressed concern about other language speaking communities that live in Pasco. MISCELLANEOUS COUNCIL DISCUSSION Mayor Serrano asked Mr. Zabell for office space for the Councilmembers to use for various reasons. Mr. Harpster asked for an update on the status of the City Manager search. Mr. Zabell stated that he would have an update at the next meeting. RECESS Mayor Serrano called for a six-minute recess at 9:09 PM. EXECUTIVE SESSION Council adjourned into Executive Session at 9:15 PM for 15 minutes returning at 9:30 PM to discuss to consider site selection or acquisition of real estate purchase or lease if likelihood that disclosure would increase price per RCW 42.30.110(1)(b) with the City Manager, Deputy City Manager, and City Attorney. Mayor Serrano called the meeting back to order at 9:30 PM. ADJOURNMENT There being no further business, the meeting was adjourned at 9:30 PM. PASSED and APPROVED on March 3, 2025.
