HomeMy WebLinkAbout2025.02.24 Council WS Handout from Judge Stillwill21 z� l 2s Co 7t— City of Pasco Government —Representative Democracy using the Council -Manager Plan EXECUTIVE BRANCH (CITY MANAGER) • Executes the policies set by City • Effectively manage the City's administrative affairs • Supervise City Departments and offices except as provided by City Council • Enforce laws and ordinances ig"im 411 LEGISLATIVE BRANCH (CITY COUNCIL) • Appoints City Manager • Approves Appointments made & contracts entered by City Manager • Enacts law and ordinances for the management of the City & the safety and security of Citizens/Public JUDICIAL BRANCH (PASCO MUNICIPAL COURT) • Appointed by City Manager • Appointment approved by Council • Jurisdiction to preside over all violations of city ordinances and adopted RCWs • Interpret the ordinances of the City or Statutes of the State • Hears and determines all causes, civil, criminal and traffic & pronounces judgment The Judge • Presides over court proceedings • Rules on questions of law • Acts as a referee between litigating parties • Determines the facts & interprets the law • Applies the law to the facts of the case • Decides the outcome in non -jury trials • Ensures cases are conducted following court procedure & evidence rules • Keeps the jury informed & comfortable during proceedings. • Controls the advocates, witnesses, and defendants. • Imposed fines and Costs on cases- RCW 3.50.020 411, Court Administrator • 111e Performs supervisory administrative, clerical, and financial accounting in the operation of the court. Develops and executes policies, procedures and performance standards to assure the efficient and effective operation of the municipal court. Reviews and analyzes existing practices and procedures to develop improved methods of office workflow. Clerks Office ENTERS ALL TRAFFIC, CRIMINAL AND PARKING CITATIONS INTO THE MUNICIPAL COURT JUDICIAL INFORMATION SYSTEM PREPARE CASE FILES, RECORDS AND SCHEDULE COURT DATES RECORD IN -COURT PROCEEDINGS AND FINDINGS AT THE CONCLUSION OF THE HEARINGS. 6* AID THE JUDGE, ATTORNEYS AND THE PUBLIC. ASSISTS THE PUBLIC AT THE WINDOW ENTERING PAYMENTS AND ANSWERING QUESTIONS ON CITATIONS AND COURT PROCEDURES. Probation Department Probation • Appear in open court Monitor Probationers & report compliance with the terms and conditions of deferred or suspended sentences and probations. Conduct interviews and background investigations, evaluations regarding appropriate treatment programs and Risk Assessments. Perform clerical duties, support Probation Officers and clerk docket during court proceedings. ,I� 12 Court Specialist Reviews policies and rules for defendants' eligibility to participate in court programs and supervises community workers in accordance with City policies and applicable laws. (Community Service and Graffiti Abatement Program) While performing as a Bailiff, monitor security in the courtroom, judge chambers, court offices, and hallways in and around the court. Assist when necessary the court clerk and Judge during court proceedings. Coordinates projects with City departments and other community offices. Identifies and develops community service work sites and work schedules.
