HISTORIC PRESERVATION COMMISSION MEETING MINUTES

City of Pasco Historic Preservation Commission was call to order by Chair Dan Stafford.
ROLL CALL
Commissioners Present: Marilynn Baker, Davi Tate, Malin Bergstrom and Dan Stafford
Commissioners Excused:
Staff Present: Public Works CIP Manager Ryan Mahaffey and Administrative Assistant II Carmen

APPROVAL OF MINUTES
Commissioner Tate made a motion to approve the Historic Preservation Commission Meeting
minutes from January 7, 2025, meeting, Commissioner Bergstrom seconded, passed unanimously
UNFINSHIED BUSINESS
• 100-year Centennial for the first commercial mail delivery flight
The commissioners discussed potential funding opportunities for centennial events,
considering the possibility of scheduling them later in the year due to cold weather. They
also explored opportunities for networking with Visit Tri-Cities to enhance event outreach
and engagement. Additionally, Carmen suggested sharing information on the city's Historic
Preservation Commission (HPC) page to increase public awareness.

WORSHOP
• Martin Luther King Jr. Community Center Renovation and Expansion
Ryan Mahaffey let the Commission know that he has not received the MOU (Memorandum
of Understanding) from DAHP yet and that he may need to request a special meeting from
the Commission for signatures.
Commissioner Stafford motioned for approval of a special meeting, date and time to be
determined, seconded by Commissioner Baker.
OTHER BUSINESS
Volunteer Park Train: A suggestion was made that possibly reaching out to the Arts and
Culture Commission for improvements.
Tanya Bowers was present to offer advice to the Commission. Comments and conversation
were regarding how the past Commission was ran, and who did what, networking needs and
where the last strategic plan is located.

CALL TO ORDER
City of Pasco Historic Preservation Commission was call to order by Chair Dan Stafford.

Staff Present: C& ED Deputy Director Craig Raymond, Public Works CIP Manager Ryan Mahaffey
APPROVAL OF MINUTES
No meeting minutes to approve due to it being a special meeting.
UNFINSHIED BUSINESS
A. Martin Luther King Jr. Community Center Renovation and Expansion
Ryan Mahaffey briefed the Commission on the Memorandum of Understanding (MOU). Explained
the role of chair to sign.
Commissioners reviewed the MOU. Commissioner Baker asked if there was an issue how that could
be dealt with, and Ryan spoke about the section in the MOU that described how amendments to the
MOU could be made. Ryan also discussed the concrete railings from the underpass that are
mentioned in the MOU.
Commissioner Bergstrom made a motion to approve signature of the MOU by Commissioner
Stafford, Commissioner Baker seconded, and the motion passed unanimously
Next Steps:
Signature of the MOU by the interim City Manager.
Signature of the MOU by the Department of Archaeology and Historic Preservation (DAHP), then
working with DAHP on implementation of the MOU.
