OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO AND FRANKLIN COUNTY (HACPFC)
October 24, 2024 4:00 p.m.
The Commissioners of the Authority met in special session at the Housing Authority of the City of
Pasco and Franklin County's (HACFPC) administration office, 2505 W. Lewis Street, Pasco,
Washington on Thursday, October 24, 2024, 4:00 p.m.
1. CALL TO ORDER
The meeting was called to order at 4:00 p.m.
2. COMMISSIONER ROLL CALL
Upon roll call, those present were as follows:
Present: Cook, Dukelow, Griffith
Absent: Bishop, Domingos

Present: Matt Truman, Executive Director
Michelle Calligan, Finance Director

3. APPROVAL OF AGENDA:
Ms. Dukelow made a motion to approve the agenda as presented. Mr. Cook seconded the inotion and it
passed unanimously, 3 ayes, 0 nays.
4. CONSENT AGENDA
The consent agenda was approved as submitted. Included were the minutes of the regular meetings
of October 26, 2023, and July 25, 2024, and the checks listings for July 2024 — U.S. Bank General
Operating Account checks numbered 7299-7462 totaling $398,150, U.S. Bank Petty Cash checks
numbered 2042-2043 totaling $255; and the checks listings for August 2024 — U.S. Bank General
Operating Account checks numbered 7463-7767 totaling $450,667, U.S. Bank Petty Cash checks
numbered 2044-2045 totaling $30, and U.S. Bank Security Deposit Fund check numbered 51
totaling $275; and the checks listings for September 2024 — U.S. Bank General Operating Account
checks numbered 7768-7943 totaling $415,629. Also, approval of bad debt write-offs for rent, utility
billing, and miscellaneous in the amount of $16,187.54, and, of that amount, $16,187.54, will be
turned over for collection plus the collection processing fees.

5. STAFF REPORTS
(a) Executive (Mr. Truman)
• Our NSPIRE (National Standards for the Physical Inspection of Real Estate) audit was completed
with scores of 86 and 89 in two of our AMPs (Asset Management Projects) and a score of 90 in the
other.
• VMS (Voucher Management System) and financial audits are in progress.
• Affordable Housing proceeds have been moved into short-term T-Bills (4/8/12 month.)
• The housing department is fully staffed.
• A maintenance employee retired in September. We may have a retirement in 2025.
• The Section Eight Management Assessment Program (SEMAP) submittal has been completed.
• Will meet with HUD's Regional 10 Manager on Friday, October 25.
• Will look into development of a non-profit to manage Affordable Housing proceeds.
(b) Finance (Ms. Calligan)
• Our external audit is wrapping up. The focus has been on the Capital Fund Program along with the
regular financials. The auditors have been positive about the processes in place and no findings are
expected.
• The VMS audit is ongoing. Most of the documents have been submitted.
• We've completed our annual Public Funding applications 52723 and 52722. Although our
expenses have increased, our funding will decrease slightly due to the formulas.
• We've engaged BDO as a consultant to ensure we are accounting for the Navigator Villa
apartments correctly, as well as accounting for intercompany funds.
• Will attend training in December.
• September AMPS 1 and 2 show a slight loss due to the time of funding draw -downs.
• September Section 8 shows a slight loss due to increased rents, however, we have applied for
additional funds to cover the difference.
• We plan to write off roughly $50,000 in past due rents — many of these tenants are in the eviction
process.
(c) Maintenance and Capital Fund (Mr. Sanders is not present, no report given.
(d) Housing Programs (Ms. Mendoza)

HCV — 232 participants (Includes 31 FSS participants)
VASH — 36 participants (Veterans Assisted Supportive Housing)
FUP — 11 participants (Family Unification Program)
EHV — 18 participants (Emergency Housing Vouchers)
Port Out — 8 administered vouchers
Total: 305 total HCV participants

• Recommendations for locations of an employee appreciation luncheon were requested.
6. NEW BUSINESS

Discussion ensued regarding the state of the Benton Franklin Housing Consortium.

Ms. Dukelow moved to adjourn the meeting at 5:18 p.m. Mr. Cook seconded the motion and it passed
unanimously — 3 ayes, 0 nays.

The regular meeting dates for November 2024 and December 2024 fall during the Thanksgiving and
Christmas holidays. If the board needs to meet during those months, a special meeting will be scheduled.
The Board of Commissioners will next meet in regular session on January 30, 2025, at 4:00 p.m.
