CALL TO ORDER
City of Pasco Historic Preservation Commission was call to order by Chair Dan Stafford.
ROLL CALL
Commissioners Present: Dan Stafford, Marilynn Baker, and Davi Tate
Commissioners Excused: Malin Bergstrom
Staff Present: C& ED Deputy Director Craig Raymond, Public Works CIP Manager Ryan Mahaffey, and
Administrative Assistant II Carmen Patrick
APPROVAL OF MINUTES
Devi Tate moved to approve the meeting minutes from November 5, 2024, passed unanimously.
Devi Tate moved to approve the meeting minutes from December 5, 2024, were passed unanimously with
one change requested. That MOU be spelled out, Memorandum of Understanding.
UNFINSHIED BUSINESS
• Historic Preservation Commissioner Training Discussion Update
Commissioner Tate will complete the training, Carmen will ask Debby Barham to resend the links
out to everyone.
• Proof of life for the concrete handrails dated 1937
The Commission has requested proof of life of the concreate handrails dated 1937 from the previous
Lewis Street Bridge, which was given. They are in a fenced area at Public Works Operations.

WORSHOP
A. Martin Luther King Jr. Community Center Renovation and Expansion
Ryan Mahaffey reported that he has not received the updated Memorandum of Understanding
between the City of Pasco and the State DAHP. As soon as he receives it, he will contact the
commission for a possible special meeting. The commission was agreed to this.
Ryan Mahaffey let the commission know that DAHP had stated they are not recommending
placement of the handrails to be included in the renovation, due to them not having a direct tie.
However, in the outreach sessions, members were interested in them being a part of it.
Commissioner Stafford stated that this is a community center, not a museum and that they would
not be out of place. That if they do not allow them then the commission would look for another
place.
Commissioner Baker asked if they could write to the DAHP letting them know that these handrails
are the artery to the growth of Pasco. Ryan Mahaffey stated that he would write to them with the
concerns of the commission, however it would need to be received soon.
Commissioner Tate stated that if there were not placed at the community center, that maybe they

could be incorporated into another place.
B. 100-year centennial planning for the first commercial mail delivery flight which is on April 6,
2026.
Commissioner Baker suggested something all year long, perhaps monthly, regarding the city display
case and the city website. That Malin would have items to display.
Carmen will find out whom to contact from the city regarding the display case.
Carmen found out Nicole Edwards has a key for the display case.
OTHER BUSINESS
Commissioners discussed the train in Volunteer Park and possibly finding a grant that would help with
restoration costs.
Also discussed video from the city walk through.
Jon Funfar said there was a video made but due to poor quality it was never shared.
