CODE ENFORECEMENT BOARD MEETING

CALL TO ORDER
Board Chair Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order in the
Council Chambers of City of Pasco, 525 North Third Street in Pasco, Washington at 7:0 p.m.

Board Chair Gottschalk led the Pledge of Allegiance.
APPROVAL OF MINUTES
Board Member Rawlinson moved to approve the October 3, 2024, Code Enforcement Board Meeting
Minutes. Board Member Speer seconded, and the motion carried.
HEARINGS
There were no objections to any Board member hearing any case.
CEB2024-0679-112 S 4TH AVE - ANTONIA VELASUUEZ

Violations:
PMC 25.90.020: This commercial property is again being used for residential occupancy, which is not
permitted within the C-2 zoning district without an approved conditional use permit. Keeping of dogs
which is not permitted in this area. NOT CORRECTED
PMC 17.25.050: Signs posted at this building advertise business names for "Flowers by Tabitha" and
"Velasquez & Associates". There is no bona fide business conducted, or product sold, or service rendered
at this site. NOT CORRECTED
PMC 5.05.020: There are no active City of Pasco business license endorsements for this location. "Flowers
By Tabitha" and "Velasquez & Associates" do not hold any endorsements according to the Department of
Revenue records. A passing Fire Safety Inspection will be required before a license endorsement can be
approved for this location. NOT CORRECTED
John Velasquez provided testimony to the violations.

Board agreed the violations did occur. Board Member Van Beek moved to give Antonia Velasquez ten
(10) days to provide evidence that the eviction process for the residential use has been commenced and
thirty (30) days to apply for a City of Pasco business license endorsement. Failure to do one or both will
result in a penalty of $500 Ive hundred dollars) a day for 10 (ten) days. Motion was seconded by Board
Member Speer, motion carried unanimously.
CEB2024-0705- 9315 CHAPEL HILL BLVD - SILVER CREEK APTS LP

Violations:
IPMC 304.1 The exterior of the structures is not maintained in a safe condition. Numerous stairs and
railings throughout the property are damaged, lacking spindles, railings are not secured, concrete steps are
failing and collapsing, causing and impedance to required egress routes from 2nd and 3rd floor dwelling
units. NOT CORRECTED
IPMC 304.1.1 (12) Stair railings, supports and treads are not properly attached to the structure to
adequately support occupant loads. NOT CORRECTED
IPMC 304.1.1 (4) Siding throughout the structures is missing, unsecured and failing. Loose siding must
be secured properly to the structure. All missing siding must be replaced. Cracks, holes, and breaks in the
siding must be corrected in a workmanlike manner. NOT CORRECTED
IPMC 304.1.1 (8) Gutters throughout the property have vegetation growth impeding proper drainage.
CORRECTED IPMC 302.2 The onsite drainage system adjacent to the play structure has been damaged,
backfilled, and rerouted without approved plans. NOT CORRECTED
IPMC 302.9 Throughout the property there is graffiti and defacement of siding, stairs, and other surfaces.
NOT CORRECTED
Celeste McGillen, regional apartment manager, gave testimony regarding the violations.
Board agreed the violations did occur. Board Member Speer moved to give respondent ten (10) days to
conduct a joint audit of all stairways with the City of Pasco representative throughout: Failure to do so
will result in a penalty of $500 (jive hundred dollars) a day for 10 (ten) days. To complete all corrective
actions within the expedited time frame but no later than the expiration of the building permit. Failure
to do so will result in a penalty of $500 (five hundred dollars) a day for 10 (ten) days. Motion was
seconded by Board Member Rawlinson, motion carried unanimously.

RESOLUTIONS
Board Member Speer moved to accept the November 2024 Resolutions, Board Member Rawlinson seconded,
and the motion carried unanimously.
