AJOURNMENT HISTORIC PRESERVATION COMMISSION MEETING MINUTES City Hall - Council Chambers 525 North Third Avenue Pasco, Washington TUESDAY, NOVEMBER 5, 2024 4:00 PM Planning Commission Meeting Minutes Page 1 of 2 July 2, 2024 CALL TO ORDER City of Pasco Historic Preservation Commission was call to order by Chair Dan Stafford. ROLL CALL Commissioners Present: Dan Stafford, Marilynn Baker, Davi Tate, and Malin Bergstrom. a quorum was declared. Commissioners Excused: Staff Present: Deputy Director Craig Raymond, Public Works CIP Manager Ryan Mahaffey and Carmen Patrick, Administrative Assistant II APPROVAL OF MINUTES Chair Stafford requested for the approval of the Historic Preservation Commission October 1, 2024, meeting minutes. Commissioner Bergstrom moved, seconded by Commissioner Tate, passed unanimously. UNFINSHIED BUSINESS • HPC Training The Commissioners discussed the needed training for all but Commissioner Baker, they were given the paperwork and a new deadline. PUBLIC HEARINGS None WORSHOP • Martin Luther King Jr. Community Center Renovation and Expansion Public Works CIP Manager Ryan Mahaffey came to meet with the Commission regarding historical continuity recommendations for the Center so it can be implemented into the plan. After a discussion, the Commission stated the top 5 items they would like to incorporate would be: 1. Use the existing Mural as a focal Art piece in the building. 2. Inclusion of the concrete blocks from the Lewis Street overpass and the 1937 poured handrailing. 3. Names room and spaces after community members that helped build the Center. 4. An interactive display that would consist of plaque in memory of community effort it took to get built. Have historical photographs of community occupying existing building. Newspaper articles in a timeline, printed as a mural. Showing the progress of the community through time. Planning Commission Meeting Minutes Page 2 of 2 July 2, 2024 5. Have artwork throughout the building by local artists depicting historic events within the community. Commissioner Baker inquired to the current location of the cement blocks and railing. Ryan Mahaffey stated the person to contact is Kent McCue. Ryan Mahaffey commented on a possible entry way display or a niche to be a focal point with recommended items from the Commission. The Commission was reassured that a name change will not take place. OTHER BUSINESS None ADJOURNMENT Chair Stafford adjourned the meeting at 5:00 pm. Online Open Government Training Curriculum The online Open Public Government training is located on the Washington State Attorney General’s Office website at www.atg.wa.gov/open-government-training. Scroll down until you see the Open Government Training Curriculum heading and the four lessons that follow. The online training curriculum is divided into four lessons. Lesson 1 is a general introductory overview. It is offered to give background on open government laws generally. Lessons (2) – (4) provide online training that complies with ESB 5964 (RCW 42.56.150, RCW 42.56.152, and RCW 42.30.205). • Lesson 1. Open Government Overviews and General Principles - is a general introductory overview. It is offered to give background on open government laws generally. It is on the Washington State Office of the Attorney General’s website. (self- paced review of website) • Lesson 2. Public Records Act Basics – RCW 42.56 – watch video (30 minutes) • Lesson 3. Open Public Meetings Act – RCW 42.30 – watch video (19 minutes) • Lesson 4. Records Management & Retention Basics – RCW 40.14 – watch YouTube video (28 minutes) • Last Step: Training Documentation: After you complete the four lessons, complete the Certificate of Completion. A blank Certificate will be emailed to you from the City Clerk’s Office. Fill it out the certificate and submit a copy to the City Clerk’s Office by November 15, 2024.
