Meeting Memorandum (a) MOTION: “I move to approve the minutes from the October 3, 2024 Code Enforcement Board Hearing be approved as mailed.” CEB2024-0679-112 S 4TH AVE - ANTONIA VELASQUEZ Rosanna Johnson, Code Enforcement Officer Violation Code Description Status PMC 25.90.020 This commercial property is again being used for residential occupancy, which is not permitted within the C-2 zoning district without an approved conditional use permit. Keeping of dogs which is not permitted in this area. NOT CORRECTED PMC 17.25.050 Signs posted at this building advertise business names for "Flowers By Tabitha" and "Velasquez & Associates". There is no bona fide business conducted, or product sold or service rendered at this site. NOT CORRECTED PMC 5.05.020 There are no active City of Pasco business license endorsements for this location. "Flowers By Tabitha" and "Velasquez & Associates" do not hold any endorsements according to the Department of Revenue records. A passing Fire Safety Inspection will be required before a license endorsement can be approved for this location. Numerous stairs and railings throughout the property are damaged, lacking spindles, railings are not secured, concrete steps are failing and collapsing, causing and impedence to required egress routes from 2nd and 3rd floor dwelling units. NOT CORRECTED IPMC 304.1.1 (12)Stair railings, supports and treads are not properly attached to the structure to adequately support occupant loads. NOT CORRECTED IPMC 304.1.1 (4) Siding throughout the structures is missing, unsecured and failing. Loose siding must be secured properly to the structure. All missing siding must be replaced. Cracks, holes and breaks in the siding must be corrected in a workmanlike manner. NOT CORRECTED IPMC 304.1.1 (8)Gutters throughout the property have vegetation growth impeding proper drainage.CORRECTED IPMC 302.2 The on site drainage system adjacent to the play structure has been damaged, backfilled and rerouted without approved plans. APPROVAL OF MINUTES Board Member Rawlinson moved to approve the August 1, 2024, Code Enforcement Board Meeting Minutes. Board Member Speer seconded, and the motion carried. HEARINGS • CEB 2024-0652 415 W Columbia St. Iglesia Casa de Dios Puerta al Cielo Rosanna Johnson, Code Officer Violations: PMC 5.10.020 A no fee occupancy registration is required to be obtained for this location by the entity operating on site prior to occupying the structure for any use. NOT CORRECTED PMC 16.70.020 The structure does not meet minimum code requirements for an Assembly use. Owners were previously notified by the Building Official and Code Enforcement Officer on 8/22/2024 & 9/12/2024. Building used for services on multiple dates. NOT CORRECTED PMC 25.90.040 No conditional use permit on file for operation of a church/place of worship within the C- 2 zoning district for this location or entity. NOT CORRECTED Dulces Jacobo provided testimony on behalf of the church via online presence. Raudel Jacobo appeared in person on behalf of the church, with Josie Perez providing interpretation services for both. Board agreed the violations did occur. Board Member Rawlinson moved that the $5000 (five thousand) penalty be held in abeyance for 30 (thirty) days and dismissed if the conditional use permit applicated has been submitted. Motion was seconded by Board Member Speer, motion carried unanimously.
