property are damaged, lacking spindles, railings are not
secured, concrete steps are failing and collapsing, causing

CALL TO ORDER
Board Chair Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order in the
Council Chambers of City of Pasco, 525 North Third Street in Pasco, Washington at 7:00 p.m.
ROLL CALL
PLEDGE OF ALLEGIANCE
Board Chair Gottschalk led the Pledge of Allegiance.
APPROVAL OF MINUTES
Board Member Rawlinson moved to approve the August 1, 2024, Code Enforcement Board Meeting
Minutes. Board Member Speer seconded, and the motion carried.
HEARINGS
• CEB 2024-0652 415 W Columbia St. Iglesia Casa de Dios Puerta al Cielo

Violations:
PMC 5.10.020 A no fee occupancy registration is required to be obtained for this location by the entity
operating on site prior to occupying the structure for any use. NOT CORRECTED
PMC 16.70.020 The structure does not meet minimum code requirements for an Assembly use. Owners
were previously notified by the Building Official and Code Enforcement Officer on 8/22/2024 &
9/12/2024. Building used for services on multiple dates. NOT CORRECTED
PMC 25.90.040 No conditional use permit on file for operation of a church/place of worship within the C-
2 zoning district for this location or entity. NOT CORRECTED
Dulces Jacobo provided testimony on behalf of the church via online presence. Raudel Jacobo appeared in
person on behalf of the church, with Josie Perez providing interpretation services for both.
Board agreed the violations did occur. Board Member Rawlinson moved that the $5000 (five thousand)
penalty be held in abeyance for 30 (thirty) days and dismissed if the conditional use permit applicated
has been submitted. Motion was seconded by Board Member Speer, motion carried unanimously.
