HomeMy WebLinkAbout2024.02.08 TCACA Minuites MINUTES Tri-Cities Animal Control Authority 5:30 PM - Thursday, February 8, 2024 Pasco City Hall, Council Chambers WELCOME AND ANNOUNCEMENTS Attendees: City of Kennewick Representative: BJ Moos City of Pasco Representative: Jesse Rice City of Richland Representative: Christopher Mason Animal Services Manager: Ben Zigan Administrative Assistant II: Elizabeth Olivo Department Assistant II: Annen Martin Jesse Rice opened the meeting with a welcome and provided a brief announcement on structure of the meeting and introduced the other Cities' representatives. PUBLIC COMMENTS Mary Mahoney 5017 W Pearl Pasco, WA Ms. Mahoney stated she spoke at the December 14th meeting and wanted to make corrections on the note, she mentioned her previous address to the City Council on April 1, 2019, concerning the contract between WSU and Tri-City Animal Control Authority, enabling animal use in research and surgery that has been placed since April 2013. She asserted not receiving the termination agreement for the contract from the former City Attorney Lee Kerr. Additionally, she highlighted concerns about animal ordinances, citing violations of pet owners' constitutional protections. She claimed inadequate notice, hearings, and excessive punishments. Ms. Mahoney reiterated that Lee Kerr informed her that the three cities would not be amending their ordinances. She also raised concerns about the management of the Pension and rainy day fund by the manager at that time. She spoke to the former Administrative and Community Services Director Zack Ratkai directly and he stated there were no spaying and neutering services at that time. She also stated her public comments for the April 1, 2019 were not in the archives, it states mysteriously, she asserted that they were deleted. She would like to make those corrections for the record and she believes that she has faced harassment and retaliation from the City of Pasco for bringing up those points and concerns and she is Page 1 of 15 putting the City on notice. TRI-CITIES ANIMAL SHELTER UPDATES The TCACA representatives reviewed and discussed the TCACA presentation. OLD BUSINESS The December 14, 2023, Tri-Cities Animal Control Authority Meeting Minutes were provided to the representatives. NEXT MEETING SCHEDULED FOR APRIL 11, 2024 ADJOURNMENT There being no further business, the meeting was adjourned at 5:45 PM Page 2 of 15
