ROLL CALL
Board Members Present: Alex Thornton, John Morgan, Mark Middleton,
Kate Bonderman and Michael Harrington.
City Council Representative Present: David Milne
City Staff Present: Brent Kubalek, Patrick Hicks, Jesse Rice, and
Elizabeth Olivo
CALL TO ORDER
The meeting was call to order at 5:32 pm by Kate Bonderman,
Chairperson
APPROVAL OF MINUTES
Approve the November 9, 2023, Parks & Recreation Advisory Board
Meeting Minutes.
MOTION: Mrs. Bonderman moved to approve the minutes from the
November 9, 2024 Parks & Recreation Advisory Board meeting. Mr.
Thornton Second. Motion carried unanimously.
COUNCIL REPRESENTATIVE & BOARD MEMBER REPORTS
STAFF REPORTS
Recreation
Mr. Kubalek reported the following topics related to the Recreation Division:
League Highlights
Adult Basketball
16 Teams - (Full with 16+ teams on Waitlist)

Youth Basketball
Practices began this week (1/8/2024)
50 teams; 572 participants
Program Highlights
Afterschool Program
Just hired new staff. (1 lead and 2 assistants)
Closed during winter break, Resumed with start of school.
Event Highlights
Winterfest – Tree Lighting - Held December 9
Estimated 1500 people in attendance
Featured – Community Booths, Grain Train, Games, Santa, Photo Ops,
Food and entertainment.
Winterfest – Free Holiday Movies
Held at and in partnership with Fairchild Cinemas in Pasco.
Wednesday, Dec 6, The Grinch (2018): 900+ Attendance
Saturday, Dec 9, Arthur Christmas (2011): 450+ Attendance
Winterfest - Candy Cane Scavenger Hunt
Daily Hunts Held Dec 4-7: 100+ successful hunters each day
Daily Prizes Awarded Dec 8; Grand Prize Awarded Dec 9 at Tree Lighting
Lampson Cable Bridge Run
Held on Saturday, Dec 16
Over 1900 Registered Participants
Holiday Community Food Drive
Benefiting the Boys & Girls Club of Benton & Franklin Counties
115 Boxes Donated by City Staff; 90 Boxes Donated by Fedex
New Years Eve Kits
Partnership Advertising Program with Franklin PUD
Bring More Fun to New Years & Information to the Community
Distributed approximately 450 kits

Mr. Rice reported the following topics:

Softball Complex upgrades - including new infield dirt, $211,00 LTAX

Rivershore Park Concept Design – MIG consultant including Community

Park Design Standards and Playground Equipment Replacement Plan
Basketball Court Resurfacing - $100,000 Grant

UNFINISHED BUSINESS
Councilmember Milne shared of having Jose Iniguez symphony rehearsal at
Peanuts Park sometime in June.
NEW BUSINESS
Mr. Harrington proposed a Radio Control Park, which would be a nice
destination for people to go. He suggested to obtain three (3) cost estimates for
designs, and he believed the cost to build this park would be roughly $50,000 -
$100,000 according to resources he found with neighboring cities such as
Walla Walla.
MISCELLANEOUS DISCUSSION
Mr. Morgan expressed appreciation with the employee engagement in
the community during the 2023 Winter Fest event.
Mr. Middleton stated that the City did a great job holding the winter fest
event and he can see this getting bigger and bigger each year.
Mr. Rice stated the credit is to be given to all the employees who made
Winter Fest possible. He mentioned both Patrick Hicks and Brent
Kublalek had great staff that were willing to be part of this event.
Mr. Rice asked for feedback on what the PRAB would like to be
informed of, metrics and statistics, activities they would like to participate
in, and or other suggestions for this coming year.
Councilmember Milne expressed excitement about the projects that
were discussed 7 years ago are finally starting to take place.
Mrs. Bonderman stated she would like to be notified when events are
going to happen so that she can be part of those. Other Board members
agreed.
Mr. Harrington suggested being notified when decisions for projects are
being made to at least have suggestions they can add to those projects.
Mr. Morgan stated Pasco is becoming the center of the Tri-Cities and he
would like to see Pasco host more sporting events.
