HISTORIC PRESERVATION COMMISSION MEETING MINUTES

CALL TO ORDER
City of Pasco Historic Preservation Commission was call to order by Chair Dan Stafford.
ROLL CALL
Commissioners Present: Dan Stafford, Marilynn Baker, Davi Tate, and Malin Bergstrom, a quorum
was declared.

Staff Present: Associate Planner Jeff Adams, Public Works CIP Manager Ryan Mahaffey and
Carmen Patrick, Administrative Assistant II
APPROVAL OF MINUTES
Commissioner Baker moved to approve the Historic Preservation Commission Meeting minutes of
May 7, 2024, Commissioner Tate seconded, and the motion carried unanimously.

A. Martin Luther King Jr. Community Center Renovation and Expansion
Public Works CIP Manager Ryan Mahaffey came to present and update the Commission
regarding the current status of the Community Center. He noted that virtually everything about
the building was failing, including plumbing, electrical, HVAC, and even the structural blocks
(de -calcification at the ground level).
He discussed the outcome of the outreach events so far and what the community is wanting to
see. He explained that there were only 70 surveys turned in, but many suggestions came from
the dot boards. Survey respondents who expressed concern about an Historical Preservation
element were only at 2%.
Mr. Mahaffey also noted several that any expansion would require more parking; likely over
100 spaces. He conveyed the Architect's intent to architecturally connect the center to the
Kurtzman Park area to the south using fenestration and open spaces. He also noted that the
recurring theme brought up in stakeholder/focus group discussions was that they wished for a
community center with a recreation aspect, NOT a recreation center with a community center
aspect.

Mr. Mahaffey presented 3 options being discussed at this time:
1. Renovation and Expansion
2. Partial Demolition, Renovation and Expansion
3. Total Demolition and New Construction
Questions/Comments from the Public:
Guest Dallas Barnes noted his credentials as a PhD and seasoned researcher, and questioned the
validity of the survey, as very few surveys were returned, and no demographic information was
collected. He also noted that soccer fields already existed all around the City (including the new
"A Street Soccer Complex); that there was no need for yet another soccer facility. He
emphasized that he was for "Remodel, not repurpose."
Guest Webster Jackson asked if there was an intent to change the name of the center. Mr.
Mahaffey responded that the City had no intention of changing the name of the center.
Questions/Comments from the Commissioners:
Commissioner Devi Tate noted her credentials as an architect and pointed out that if there is no
change in occupancy there is no legal requirement for upgrades to meet current code. She also
opined that indoor space need not be soccer space. Mr. Mahaffey responded that because this is
a City project the City intends to bring everything up to code.
Commissioner Malin Bergstrom cited her experience with the NAS Pasco control tower
renovation and how the Port was prepared to demolish the tower, so she and many others
needed to demonstrate the value of the historic structure by raising the funds, restoring it and
making it into an aviation museum that is an asset to the community.
Associate Planner Jeff Adams shared a conversation he had with Mr. Mahaffey that even if they
were to spend $6m on renovation, the building is still structurally vulnerable, and that the City
would need to revisit the center in 10 years with another $6m or more; perhaps it would be
inefficient to spend so much money for such a short-term rather than on a long-term benefit.
A majority of the Commission is worried about preservation. That they would like the center
remodeled, not repurposed. They were concerned of there not being any demographics
regarding the names, race, and ages of the people who turned in the surveys nor who took part
in the dot board, and that the history is not important to younger people.
Commissioners Stafford and Baker stated it is their vote to take #3 total demolition off the
table.
Ryan Mahaffey assured he would take all the Commissions concerns back and discuss with
other staff and their consultant.
