The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and education. Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and situations. This may include issues such as landscaping and cases entailing corrective action which is large scale/high cost, with the understanding the property will be maintained free of any other code violations during the agreement period. In response to staffing reductions and an increased workload, the Code Division has adjusted its operations. As of August 2024, we are operating with two code officers and two rental inspectors. Given these constraints, we are prioritizing complaints based on the severity of the hazard posed, ensuring that critical safety concerns are addressed first. For minor issues, staff is addressing concerns through phone calls or courtesy notices. Some of the more common concerns being handled this way include garbage can storage, animal issues, yard sales, low-hazard vegetation violations, noise complaints, recreational vehicle and equipment storage, lighting issues, and lack of garbage service. Staff has also been assisting the CDBG program with two owner-occupied rehabilitation projects. One project aims to restore water service to a home, and the other involves repairing water damage to allow the owner to move back into their residence. Additionally, in September 2024, staff attended a three-day conference hosted by the Washington Association of Code Enforcement. This conference provided valuable training on skip tracing, leadership development, a refresher on Fourth Amendment guidelines related to right of entry, and strategies for building community leaders who can assist in addressing issues before they escalate into larger code violations. The Code Division remains committed to maintaining health, safety and general welfare within the community.
