The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and education. Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and situations. This may include issues such as landscaping and cases entailing corrective action which is large scale/high cost, with the understanding the property will be maintained free of any other code violations during the agreement period. Code Division staff is in the process of planning the next PUR-D community clean up and resource day tentatively scheduled for October 2024. This initiative involves partnering with city staff, local agencies, businesses and residents to conduct clean up activities and neighborhood block parties. These events are funded through a grant awarded in 2024 through the CDBG program. The goal is to educate residents on local codes, engage them in civic activities, connect residents with resources, increase pride in ownership and help those with specific cleanup needs. In the month of July staff attended a free virtual training discussing the outcomes of the Federal Supreme Courts ruling on Johnson v. Grants Pass. This ruling overturned the initial court decision returning control over use of public spaces to local and state governments. The Code Division works closely with Pasco Police, Pasco Parks and various local agencies when working to resolve encampment issues. Staff continues to partner with community agencies to connect those persons occupying encampments with the resources available to improve their situation while resolving the reported concern.
