The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and education. Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and situations. This may include issues such as landscaping and cases entailing corrective action which is large scale/high cost, with the understanding the property will be maintained free of any other code violations during the agreement period. During the month of April Inspection Services staff experience an uptick in received complaints as is expected with the arrival of spring. Demolition of the fire damaged trailer at 502 S 22nd Ave was completed (see next page). Staff conducted final inspections of two Community Development Block Grant (CDBG) owner-occupied rehabilitation projects, ensuring the work and outcome met the expectations of the owners. Staff has been working with BNSF over the last year to ensure there is a plan in place to maintain BNSF owned lots across the city. BNSF recently cleared debris and mowed several large parcels around S 4th Avenue at the Ainsworth overpass and on Washington and S 12th. This has been an area of concern for many years due to the proximity to residential housing and large amounts of dry fuel. Nearly 1,000 post cards were mailed to owners of vacant lots in Pasco as part of our annual outreach. The mailing reminded owners to mow fire breaks, clear noxious weeds and remove tumbleweeds to aide in fire prevention across the city. Staff worked with an RV occupant and the Department of Social and Human Services Housing Resource Center to get the occupant and their family housing assistance. Staff received notice that they were recently moved into permanent housing and are no longer living in the RV. Rental Inspectors have been diligently working with owners whose rentals failed habitability inspections to ensure appropriate and timely corrections. Currently four of eight rental districts have been audited, with all licensed rentals having been inspected within the last cycle. The remaining three districts are on schedule for regular biennial inspections in 2025. Staff participated in the Pasco Police Department’s Business Watch meeting in downtown. Business owners were provided information on Inspection Services and Code Division processes. They were also informed about the convenience of using the AskPasco app to contact city staff and make reports. Staff was invited to answer questions about the Code Division and Rental Program at a Regional Crime Resistant Community Living training for landlords in Kennewick.
