The Pasco Code Enforcement Board will
conduct the Determination Hearing on
April 4, 2024 at 7:00p.m.
in Pasco City Council Chambers.
The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and
education.
Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and
situations. This may include issues such as landscaping and cases entailing corrective action which is large
scale/high cost, with the understanding the property will be maintained free of any other code violations
during the agreement period.
During the month of March Inspection Services staff again attended school conferences at Stevens Middle
School presenting information on business licensing, building permits, inspections, rental licensing and
municipal codes. Code Division staff attended a virtual training provided through membership with the
Washington Association of Code Enforcement. The training focused on 4th Amendment right to entry and
inspection. Code Officers were provided with information pertaining to property owner rights to privacy,
review of the Plain View Doctrine allowing for inspections from the public rights of way, providing property
owners and occupants their option to allow or deny access and general consent requirements to enter a
rented space. This is an important topic pertaining to citizen rights. As such, refresher training is sought out
annually.
The Code Division staff worked with the Pasco High School PPD Resource Officer to assist a family
experiencing electrical issues in a Manufactured Home Park. The issues caused electrical service to be
disconnected by PUD & L&I due to the unsafe conditions and high potential for a fire. Staff worked with all
involved agencies to ensure the issues were corrected appropriately and timely. Staff was able to provide
the family of four with temporary lodging at a local hotel for several nights until they were able to move
back home safely.
A vehicle vs. house incident prompted response from Police, Fire and Inspection Services. After removal of
the vehicle and clearing of the scene, Inspection Services staff worked with the rental property owner to
ensure the site was secured from entry and the renters were provided with alternative housing. A tenant
was left without a walker due to the incident. Thanks to our relationship with the Fire Department, the PRN
was able to provide the tenant with a loaner walker the same day.
Staff worked with the property owner and family of a fire damaged structure at 502 S 22nd Ave to gain
voluntary approval for a city abatement to demolish the damaged structure. This has long been a nuisance
site for Police, Fire and Code due to activity. As such, the dangerous structure was breached numerous
times since the fire occurred on 3/11/2024 prompting additional responses and action from departments.
The contractor started demolition on 3/29/2024 with the project expected to be completed the first week of
April.
