CALL TO ORDER
The meeting was called to order at 7:00 PM by David Milne, Mayor Pro Tem.
ROLL CALL
Councilmembers present: Pete Serrano, David Milne, Blanche Barajas, Melissa
Blasdel, Charles Grimm, Peter Harpster, and Leo Perales
Councilmembers attending remotely: Pete Serrano (arrived virtually at 7:05 PM)
Councilmembers absent: None
Staff present: Adam Lincoln, City Manager; Richa Sigdel, Deputy City Manager;
Angela Pashon, Assistant City Manager; Darcy Buckley, Finance Director; Kevin
Crowley, Fire Chief; Eric Ferguson, City Attorney; Jacob Gonzalez, Community &
Economic Development Director; Jesse Rice, Parks & Recreation Director; Ken
Roske, Police Chief; Maria Serra, Interim Public Works Director; and Debby
Barham, City Clerk
The meeting was opened with the Pledge of Allegiance.
VERBAL REPORTS FROM COUNCILMEMBERS
Mr. Perales reported that he and Mr. Grimm held the second Water Rights
Subcommittee meeting recently and noted that they will meet with staff next.
Mr. Harpster and Mayor Pro Tem Milne commented on the 2023 Employee
Recognition Banquet.
Mr. Grimm attended two meetings with Ms. Blasdel, which included the Pasco
Chamber of Commerce Business Roundtable Breakfast and the Council District No. 2
Police Listening Session.

ITEMS FOR DISCUSSION
COPA - Colima Visit Presentation
Ms. Sigdel introduced Stephen McFadden, Port of Pasco's Economic
Development Director, Colima-Pasco (COPA) Board Chair Silvia Gonzalez,
COPA Board Vice Chair Blanche Barajas, and COPA Board Treasurer and Health
& Wellness Committee Chair Carl Holder, COPA Education Committee Chair
Ruben Peralta and the Arts & Culture Committee Chair Jose Iniguez.
Ms. Gonzalez and Ms. Barajas provided a brief history of the COPA organization
from its inception in 2019 through 2023.
Mr. Iniguez, reported on the efforts of the Tri-Cities Rotary Clubs in conjunction of
Rotary international Global Grants to support of medical clinics in Colima, Mexico.
He also reported on the delegation of 60 from Tri-Cities and the Colville Indian
Reservation when they visited the State of Colima, Mexico in November 2023.
Mr. McFadden reported on economic development between Colima, Mexico and
Pasco, Washington, including the goals and objectives related to the upcoming
visit of a delegation from Colima in June 2024.
Mr. Peralta reported on the Education Committee efforts between the University
of Colima and WSU Tri-Cities and Pasco School District.
Mr. Holder reported on COPA's Health and Wellness Committee activities.
Mr. McFadden ended the presentation by reporting on the 2023 COPA Financial
Report.
During the presentation, Council asked the COPA members various questions,
which were answered.
Resolution - Purchase of Arizon Pool Air Dome System
Mr. Rice provided a brief reported related to the proposed purchase of a pool
dome for Memorial Park Pool.
Council asked questions, which Mr. Rice answered and included:
Rental Fees for swim teams use
Potential of damage of the structure as it is removed and stored
Vandalism
Storage of dome
Snow load - Engineered to meet snow, wind and power outages
Suggestion of adding pads for Food Trucks surrounding the pool
Mayor Serrano commented about the COPA presentation. He noted the pending
funding request for the Cable Bridge Lighting and the funding request for COPA's

June 2024 Arts & Culture event. He recommended that Council discuss and
prioritize these funding requests.
Ordinance & Resolution - Budget Amendment and Purchase Authorization
for A Street Sports Complex Phase 1.5 - Sports Field Lighting
Mr. Rice provided a brief report related to purchasing sports field lighting for the A
Street Sports Complex.
Downtown Public Space Code
Mr. Gonzalez introduced Hope Freije, Urban Designer with Framework consulting
firm who presented the proposed amendments needed to the Pasco Municipal
Code (PMC) to public spaces, outdoor dining and mobile vending that was
identified in the Downtown Pasco Master Plan.
Council and Mr. Gonzalez discussed the the proposed amendments to the PMC
related to public spaces, outdoor dining and mobile vending options within the
downtown area.
Resolution - Supplement No. 1 to PSA with HDR, Inc. for Sylvester Street
Safety Improvements
Ms. Serra provided a brief report on the proposed construction management
agreement with HDR, Inc. for the Sylvester Street safety improvements project.
Resolution - Approval of Ecology Loan #WQC-2024-Pasco-00007 for
Construction of WWTP Phase 2 Improvements
Ms. Serra introduced Senior Engineer Whitfield who provided a brief report
related to the request for a loan from the Washington State Department of
Ecology for the construction of the Waste Water Treatment Plant Phase 2
Improvements project.
Resolution - Approval of Ecology Loan #WQC-2024-Pasco-00091 for
Construction of PWRF Phase 2 Improvements
Senior Engineer Whitfield provided a brief report related to the request for a loan
from the Washington State Department of Ecology for the construction of Process
Water Reuse Facility Phase 2 improvements project.
Resolution - Ratification of Acquisition of USBR Parcel No. 113140039
Ms. Serra explained the request to ratify the acquisition of the United States
Bureau of Reclamation property.
Resolution - Sole Source for Caustic Soda Purchase
Ms. Serra introduced Senior Engineer Clarke provided a brief report on the
proposed sole source purchase of Caustic Soda for the Wastewater Treatment

Plant.
MISCELLANEOUS COUNCIL DISCUSSION
Ms. Buckley announced the City received an AA2 bond rating from Moody's Investor
Services related to the upcoming bond issuance for the East Urban Growth Area
(UGA) Sewer Local Improvement District (LID) No. 152. Also, for the LID No. 152
Bond Anticipation Notes, a short-term debt, a rate of MIG 1 was assigned. This is the
highest possible rating and denotes superior credit quality.
