The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and education. Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and situations. This may include issues such as landscaping and cases entailing corrective action which is large scale/high cost, with the understanding the property will be maintained free of any other code violations during the agreement period. The Code Division has received complaints about semi-trucks being parked in residential areas and on vacant lots throughout the Road 68-Road 100 area. This can cause disturbance of soil resulting in blowing dust, damage to residential streets not meant for constant heavy vehicle traffic, obstruction of view of traffic, and noise complaints from residents. Staff has been patrolling these areas on the weekends, notifying vehicle owners of the issues. Code Division staff presented to the Benton Franklin Rental Property Owner’s Association. Attendees were informed of the history and process of the City of Pasco Rental Program. Many attendees are rental property owners within the City of Pasco and are familiar with the program. The outreach provided opportunity for owners to have questions answered, concerns addressed and to discuss how the program benefits both owners and renters. Staff assisted in removal of a fire damaged vehicle at a Manufactured Home Park. The vehicle did not belong to anyone in the park and had not been addressed by management in the week since the incident. At the request of residents, due to broken glass and concern of children accessing the unsecured vehicle, staff was able to complete a Junk Vehicle affidavit for the park owner and motivated the vehicle owner to get it removed within 48 hours of notification. The South Elm gas station which was damaged by a vehicle in January was inspected for safety and in business within a couple days of the incident. The flooded apartments at Chapel Hill (due to sprinkler breaks) have been approved for occupancy. MARCH 2024 MESSAGE TO THE BOARD Have you seen the Inspection Services Facebook Page? Since January 1, 2024 our posts have reached 25, 000 users. Posts include information on local resource opportunities, maintaining garbage bins to prevent litter, rooster issues, upcoming adoption of 2021 ICC codes, and permit information. Code Officers completed an abatement project to demolish a hazardous structure and clean up the lot on Cedar Row. The owner had started, but not completed the demolition, leaving the façade of the structure, which started falling into the alley.
