CALL TO ORDER
The meeting was called to order at 6:02 pm.
ROLL CALL
Commissioners: Saul Martinez, Aislin Maloney. Rebecca Merkley-
Omeje joined at 6:18 pm, unable to approve minutes.
City Staff: Gina Vasquez.
Others Present: Craig Maloney, other guest - online listen-only.
APPROVAL OF MINUTES
MOTION: I move to approve the Minutes of the February 28, 2023
meeting.
No quorum until Commissioner Merkley-Omeje arrived at 6:18 pm. Minuiutes not
approved.
COMMISSIONER REPORTS
Aislin Maloney, newly appointed commissioner to youth position
introduces herself.
STAFF REPORTS
Noburo 'Peanuts' Statue Update
Staff updated commissioners on the revisions to scope of work requested by
artist reducing update reports from 5 to 4 and required documentation to issue

payments according to report submission intervals. A brief overview of the project
was provided as well.
Mural Code
Staff informed commissioners of the adoption of ordinance 4678 creating PMC
title 18 arts and murals and reviewed with them.
UNFINISHED BUSINESS
Public Mural Program
Staff provided an overview of program establishment, funding, requirements, and
plan for sustainability.
Commissioner Martinez mentioned that Chicago mural program offers painting
on panels. Commissioner Merkley-Omeje elaborated on various methods to do
mural methods to research and include in mural guidebook/best practices.
Commissioner Martinez asked what rubric would be used to review public mural
requests, staff informed him that the rubric will be created using the public mural
guidelines outlined in the adopted ordinance. He also inquired about
collaboration for a mural on PSD booth building.
Commissioner Maloney asked if the booth building mural would be done by
students or a professional artist, Commissioner Merkley-Omeje informed that
both are options to consider.
Commissioner Merkley-Omeje suggested doing an open call for artists to be
listed on a mural roster.
NEW BUSINESS
MISCELLANEOUS DISCUSSION
Commissioner Merkley-Omeje asks the commission to keep Spokane in their
thoughts as many have been evacuated from their homes due to fires.
Commissioner Martinez spoke to Damien Davis about functional art proposal
that would include charging stations and solar panels. Commissioner Martinez
informed that Mr. Davis has been in contact with an artist who has experience
creating this kind of art.
Guest Craig Maloney asks if the board would entertain a motion to allow public
comment, adding that Roberts Rules states that the decision to allow public
comment rests with the commission. Commissioner Martinez makes a motion,
Commissioner Merkley-Omeje seconded. Commissioners unanimously agree
to allow public comment. Suggestions:
Suggests adding a public comment section to the agenda
City council has considered amending the charter to allow more
participation and fill all positions.
Informs that Commissioner Maloney knows superintendent personally

and bringing up murals at a school board meeting could be beneficial.
Mentions pedestrian safety program for street murals and crosswalk art.
Adding arts elements to existing PW projects.
Council support of percent for art program.
Staff informs commissioners that street murals, crosswalk art, and
incorporation of art elements into PW projects are active discussion topics with
consultants and part of DTMP.
Commissioner Merkley-Omeje reiterates and expresses great support for
percent for arts programs, adding that she would be open to present to council.
Staff informs commission that they will be contacted for availability to schedule
meeting with Framework Consulting to discuss arts components of DTMP
implementation.

There being no further business, the meeting was adjourned at 7:11 pm.
