CIVIL SERVICE COMMISSION
PERSONNEL - FIRE — POLICE
CALL TO ORDER: The meeting was called to order at 5:15pm DATE: December 12, 2022
ROLL CALL:
Members present were: Janis Hastings, Ericka Garcia, Josee Saldua-Potvin (virtually)
Members absent:
Staff: Delaney Tucker (Secretary Pro Tem), Amy Haggerty (Senior HR Generalist)
Guests: Sgt. Tom Groom (PD), Captain Brian Vaught (PD)
APPROVAL OF MINUTES:
MOTION: Janis Hastings moved to approve the November 21, 2022, meeting minutes. Ericka Garcia
seconded the motion. Discussion. The motion carried 3-0.
OLD BUSINESS:
• Report of hearing back to the Commission; in accordance with Rule 8.15, two (2) promotional Fire
Lieutenant candidates protest of the rating standards (Todd Pyper, Brandon Wertman).
o The full report from Examiner Pro-Tem Jenny Johnson was presented to the Commission. hi
the report there is mention of ambiguity in the current Civil Service Rules surrounding the
character of examination. The Commission requested to bring the full Rules to the January
meeting in order to review this recommendation.
NEW BUSINESS:
Police:
■ Per Civil Service Rule #8.04, request for approval of the Lateral Police Officer change in
character of examination
o There was discussion about how the process was done in the past. Sgt. Groom explains the
Kennewick Police Department process and how Public Safety Testing can be a hurdle
sometimes for Lateral applicants. Chairperson Garcia inquired about what it takes to be
considered a Lateral Police Officer applicant. Captain Vaught explains what makes an ideal
candidate comes down to experiential diversity and new ideas that their experience brings to
the department. Additionally, a great Lateral Police Officer candidate brings with them less
risk of failing the academy and the field training program since they have been through
something similar before at another agency.
MOTION: Josee Saldua-Potvin made a motion to approve the request for a Lateral Police Officer change in
character of examination and to remove the postings on Public Safety Testing and National Testing Network.
Janis Hastings seconded the motion. Discussion. Carried: 3-0
■ Approval of the Lateral Police Officer eligible list
MOTION: Janis Hastings made a motion to approve the Lateral Police Officer eligible list. Josee Saldua-
Potvin seconded the motion. Discussion. Carried: 3-0
Fire:
• Approval of the Firefighter/Paramedic eligible list
MOTION: Josee Saldua-Potvin made a motion to approve the Firefighter/Paramedic eligible list. Janis
Hastings seconded the motion. Discussion. Carried: 3-0
OTHER BUSINESS:
• Open Government Training — Debby Barham will discuss
o Tabled until the January meeting since Debby was not available
■ Clarification of intent of Civil Service Rule #12.01 regarding temporary appointments.
o The Commission clarified that the temporary appointment would be terminated as soon as
the emergency no longer existed based on the Rule #12.01
• Request for clarification for posting the Lead Police Services Specialist position
o The Commission believes that we should first post the position internally, then if there are
not enough applicants to call for a competitive process, then we would post the position
externally
• Clarification of induction into Civil Service for Police Records Manager and Lead Police Services
Specialist per RCW 41.12.050 (b)
o Delaney explained that this topic was for the Commission to verify which positions
should be inducted into Civil Service based on the RCW and our Rule # 6.01 that states in
part, "the classification plan so developed shall be transmitted to the Civil Service
Commission for adoption."
o The Commission tabled this conversation for the January meeting
ADJOURNMENT: There was no other business to come before the Commission. The meeting was
adjourned at 6:07 pm. The next scheduled meeting is Monday, January 16, 2023, at 5:15 pm.
