CIVIL SERVICE COMMISSION

CALL TO ORDER: The meeting was called to order at 5:02pm DATE: November 20, 2023
ROLL CALL:
Members present were: Ericka Garcia, Janis Hastings, Brian Ellis
Members absent:
Staff: Delaney Tucker, Chief Kevin Crowley (guest)
APPROVAL OF MINUTES:
MOTION: Janis Hastings moved to approve the October 16, 2023, meeting minutes. Brian Ellis seconded
the motion. Discussion. The motion carried 3-0.
OLD BUSINESS:
New HR Director — Welcome Sara Matzen!
o Sara was not in attendance at this meeting. The Commission will meet the new HR
Director at the next meeting.
42nd Annual Civil Service Conference
o October 24 — October 26, virtual — did you attend? Recap.
o The Commission requested that Delaney send them the links to the recordings from this
conference.
Open Gov training as our City Clerk mentioned
o Janis believes that this training has been completed, Delaney will check with the City
Clerk to verify. Other Commissioners need to complete the training as it was sent via e-
mail.
NEW BUSINESS:
Police:
Approval of the Entry Level Police Officer eligible list.
MOTION: Brian Ellis made a motion to approve the Entry Level Police Officer eligible list. Janis Hastings
seconded the motion. Discussion. Carried: 3-0
Fire:
• Approval of the Memorandum for the request to change the character of examination for
the Deputy Fire Chief process.
MOTION: Brian Ellis made a motion to approve the request for change in character of examination of the
Deputy Fire Chief process. Ericka Garcia seconded the motion. Discussion was around the same personnel
being involved in each part of the testing, that there be set questions in the process, and that the Chief s
requested community panel would be very important. Carried: 3-0
OTHER BUSINESS.
• Rescheduling for January and February meetings since they fall on holidays.
o Rescheduling January meeting to Tuesday January 16, and the February meeting will be
held on Tuesday February 20.
ADJOURNMENT: There was no other business to come before the Commission. The meeting was
adjourned at 5:31pm. The next scheduled meeting is Monday, December 18, 2023, at 5:15 pm.
