CALL TO ORDER: The meeting was called to order at 5:09pm DATE: August 21, 2023

MOTION: Janis Hastings moved to approve the July 25, 2023, meeting minutes. Ericka Garcia seconded
the motion. Discussion. The motion carried 2-0.

• Approval of the Entry Level Police Officer eligible list.
MOTION: Janis Hastings made a motion to approve the Entry Level Police Officer eligible list. Ericka
Garcia seconded the motion. Discussion. Carried: 2-0
• Approval of the Lateral Police Officer eligible list.
MOTION: Janis Hastings made a motion to approve the Lateral Police Officer eligible list. Ericka Garcia
seconded the motion. Discussion. Carried: 2-0

OTHER BUSINESS:
Commissioner vacancy status
o Secretary Pro-Tem updated the Commission that there was a final candidate chosen for
the vacant Commissioner position, but they withdrew. The volunteer position is now
reposted for consideration of new applicants.
Chief Roske addressed the Commission on the matter on Rule #10.06
o The Chief requested that the Commission revisit their conversation from last month on the
topic of the interpretation of vacancy under Rule #10.06. The Chief's main concern being
that the department has not been able to hire very many candidates but have 10 vacancies
in the department. After discussion related to this matter and the process that the Police
Department uses for processing candidates, the Commission will allow for the Police
Department to receive the top 15 candidates for background as of now, but with the
understanding that we will revisit the topic in 3 months. The Commission tasked the
Secretary Pro-Tem with reviewing other Civil Service Rules to suggest possible language
for this rule that might be more in line with allowing for the Chief to review the top 5
candidates of each eligible list of candidates, plus 1 additional eligible name for each
vacancy. With the Police Department currently having 10 openings, this would provide
them with the top 15 candidates on the eligible list.
ADJOURNMENT: There was no other business to come before the Commission. The meeting was
adjourned at 5:53pm. The next scheduled meeting is Monday, September 18, 2023, at 5:15 pm.

RE: Request to extend Police Sergeant Eligible List
There have been four promotions from the current Police Sergeant eligible list that was first
certified on November 21, 2022. There are additional openings for Police Sergeant in the Police
Department, but additional individuals would not be promoted to those positions until the new
Lieutenants are ready for the initiation of the district policing model.
With the anticipation that this will occur after November 21, 2023, 1 would like to request that the
Commission approves an extension of this eligible list as provided for in Civil Service Rule #7.05
regarding the duration of eligible lists.
