CALL TO ORDER
City of Pasco Planning Commission meeting was called to order at 6:30 p.m., by Chair Jerry
Cochran.
PLEDGE OF ALLEGIANCE
Chair Cochran led the Pledge of Allegiance.

Commissioners Present: Rosa Torres, Mitchell Moffitt, Kim Lehrman, Dana Crutchfield, Abel
Campos, Rachel Teel and Jerry Cochran, a quorum was declared.

WELCOME AND ANNOUNCEMENTS
Chair Cochran explained the Planning Commission is an advisory board made up of volunteers
appointed by City Council.
He further explained the purpose of the Planning Commission was to provide recommendations to
City Council regarding changes to the City's Comprehensive Plan, Land Use Updates, Block Grant
Allocations and Zoning Code. The Planning Commission is tasked with considering the long-term
growth and development of the community, the impact of land use decisions on community,
livability, economic opportunity, housing affordability, public services, and the environment. Chair
Cochran reminded the audience tonight's proceedings were being broadcast live on City of Pasco's
Facebook page and on Charter Cable PSC Channel 191 and will be rebroadcast several times
during the next month.
He stated the meeting was also being recorded and could be watched on City of Pasco's website,
which is Pasco-wa.gov. Click on the VIDEO ON DEMAND link and make your selection there.
Chair Cochran stated copies of the meeting agenda were available on the back table. He then asked
that everyone silence cell phones to prevent interruptions during the meeting. For those present this
evening, when you are given the opportunity to address the Commission, please come to the
podium, speak clearly into the microphone, and state your name and city of address for the record.
Chair Cochran reminded the audience and the Planning Commission that Washington State Law
requires public meetings like the one being held this evening not only be fair, but also appear to be
fair. In addition, Washington State Law prohibits Planning Commission members from
participating in discussions or decisions in which the member may have a direct interest or may be
either benefited or harmed by the Planning Commission's decision. An objection to any Planning
Commission member hearing any matter on tonight's agenda needs to be aired at this time or it will
be waived.

Chair Cochran asked if there were any Planning Commission members who have a declaration at
this time regarding any of the items on the agenda.

hearing any of the items on the agenda.

Chair Cochran stated the Planning Commission needed and valued public input explaining it helped
the Commission understand the issues more clearly and allowed for better recommendations to City
Council. Furthermore, in many cases, this could be the only forum for the public to get facts and
opinions placed into the official record and City Council will use to make the Commission's
decision. He encouraged those present to take full advantage of this opportunity.
APPROVAL OF MINUTES
Commissioner Lehrman moved to approve the Planning Commission meeting minutes of October
19, 2023, Commissioner Crutchfield seconded, and the motion carried unanimously.

A. Request for Code Amendment- Overnight Truck Habitation
Applicant described use as:
• Provide gated lot for the purpose of overnight truck parking.
• Allow drivers to sleep/live in their trucks overnight.
• Provide associated amenities (laundry, showers, etc.)
Steve Bauman of B4 Development and Consulting addressed the Commission and stated we have a
little over six acres on Lewis street between A street and Heritage. We recently were asked from a
company down in Nashville, Tennessee, to consider a truck parking up here. This is a pretty
popular concept in the south, in Texas and on the east coast. The concept is that 98% of the
truckers that are on our roads today are having problems finding parking.
The primary audience is fleet truck parking, where they would have an easy access into the parking
lot. They would stay one night. Most of the trucking we do today is they're almost like robots, and
so they're told where to go, when to go, how to go, and that's the market that they're going after
here.
We would do it in two phases if possible. We feel like it's a great place for it because Lewis street

will eventually become what would be considered a truck route here in Pasco once they finish out
that 40 east. So, we feel like it's a good place. We feel like we'd like to stage it and get even better.
This company that we're working with has great goals to get these all over the nation. And they
want to start with the Pacific Northwest here in Pasco, and they have plans for Seattle and other
destinations here around the area.
Joey Winter stated that this item does not fit at this time under any zoning code. The Planning
Commission does have the authority to initiate an Open Record Hearing to potentially develop a
recommendation for a text amendment which would add this use to the Pasco Municipal Code. We
are asking the Commission for guidance on whether you have an interest in initiating that process
and we would come back with a workshop to fully consider the item.
The Commission would like the Planning Division to put together enough for a workshop for the
February Planning Commission meeting, to address any questions, concerns, suggestions from the
Planning Commission, obviously members of the community as well.
B. Planning Commission Elections
Jacob Gonzalez stated this agenda item is with respect to a selection of chairs, both a chair and a
vice chair, to serve on the Pasco Planning Commission. The staff report includes the descriptions of
both positions, and it is identified, per the bylaws of the Pascal Planning Commission, that this
election take place in the first meeting available in January, and that the commissioners assume the
positions at the meeting in February.
• Commissioner Lehrman moved that as a Planning Commission, we select one Planning
Commissioner Chair and Vice Chair at time. Commissioner Moffitt seconded; motion
passed unanimously.
• Commissioner Crutchfield nominated Commissioner Cochran to Chair for the next two year
term, it was seconded by Lehrman, motion passed unanimously.
• Commissioner Moffitt nominated Commissioner Lehrman to Vice Chair, seconded by
Commissioner Crutchfield, motion passed unanimously.
Other:
Jacob Gonzalez gave the Commissioners an update related to the 2024 work plan that will be
initiating the development of the next periodic update of the Pasco Comprehensive Plan.
Jacob Gonzalez also let the Commissioners know of the recent adoption of several major planning
efforts, in particular the Housing Action Implementation Plan.
ADJOURNMENT
Chair Cochran stated with no other business, I recommend a motion to adjourn.
Commissioner Moffitt made the motion to adjourn the meeting, it was seconded by
Commissioner Lehrman, motion passed unanimously.

SUBJECT: HOME -American Rescue Program (ARP) UPDATE
The Tri-Cities HOME Consortium (which is made up of Kennewick, Pasco, and Richland)
received $2.3 million in HOME -ARP funds. These funds are a supplement of HOME funds
to assist individuals or households who are homeless or at risk of homelessness and other
vulnerable populations by providing housing, rental assistance, supportive services, and
non -congregate shelters. The goal is to equitably reduce homelessness and increase
housing stability.
For persons in the following populations:
Experiencing homelessness,
At risk of homelessness,
Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking
and human trafficking,
Other populations where providing supportive services would prevent a family's
homelessness or would serve those with the greatest risk of housing instability.

Subject: CA2024-001: Overnight Truck Habitation Code Amendment
Background
The city has received a request from 134 Development to initiate a text amendment to Title 25 of the
Pasco Municipal Code, aiming to accommodate overnight truck habitation. This proposed use is
distinct from other activities permitted within the C-3 zoning, such as parking lots and truck yards.
It entails establishing designated areas for drivers to sleep or reside in their trucks overnight, a
matter not currently addressed by the existing code.
As of now, Overnight Truck Habitation is not explicitly defined within PMC Title 25. However,
according to PMC 25.120.020 and PMC 25.125.020, "All uses not otherwise prohibited by law" are
permitted within the 1-2 and 1-3 zoning districts, respectively. Hence, Overnight Truck Habitation is
permitted in these districts as a recognized use.
The purpose of the code amendment is to delineate overnight truck habitation as a designated use
within the Pasco Municipal Code. This involves specifying the zoning districts where this use would
be permitted either as a matter of right or through a special permit process. Additionally, the aim is
to formulate suitable development standards that objectively regulate aspects such as site design,
layout, and environmental considerations.
At the January 2024 Planning Commission meeting, the applicant spoke to the needs and benefits
of such facilities to the region. This need has been identified by the United Stated Department of
Transportation and the Federal Highway Administration as well. In 2015, the USDOT and several
stakeholder organizations established the National Coalition on Truck Parking (the "Coalition"),
responding to the documented need for truck parking solutions. More recently, in September 2022,
the Federal Highway Administration published the Truck Parking Development Handbook, a
resource for local governments and stakeholders involved with freight and land use planning, aimed
at providing fundamental of truck parking issues, constraints, needs, and relevant regulations. In
2022, the Washington State Department of Transportation released the Washington Truck Parking
Assessment, intended to document the inventory of truck parking needs in Washington State,
needs, issues, conditions, and analysis to meet the needs the states freights needs.
Truck parking shortages are a national concern affecting the safety of commercial motor vehicle
drivers and other roadway users as well as the efficiency of U.S. supply chains. In Franklin County
(Washington) along, approximately 4% of all jobs are in the transportation and warehousing sector
according to 2020 results from the Washington State Employment Securities Department. However,
it is important to consider related jobs associated with agriculture, manufacturing, wholesale trade
and construction, which as a total, represent nearly 28% of employment. In Pasco alone, several
routes are designated by the Washington State Department of Transportation as special corridors
as part of the Freight and Good Transportation System. These corridors include:

Next Steps
Department staff is seeking preliminary feedback and guidance on what the Planning Commission
would like to see as part of the code amendment process and considerations as mentioned in the
background. Staff will incorporate comments from the Planning Commission and utilize resources
from the guidance books referenced earlier and prepare a workshop for an upcoming meeting.
