The Pasco Code Enforcement Board will
conduct the Determination Hearing on
February 1, 2024 at 7:00p.m.
in Pasco City Council Chambers.
The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and
education.
Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and
situations. This may include issues such as landscaping and cases entailing corrective action which is large
scale/high cost, with the understanding the property will be maintained free of any other code violations
during the agreement period.
Last month staff rotated weekend dust patrol and weekday shift schedules. We also welcomed back a Code
Officer who had been on leave for the prior four months and retrained our temporary Code Assistant to help
the Business Licensing Department due to a staff shortage.
Code Division staff assisted in completing three inspections for the CDBG owner occupied rehabilitation
program creating work write-ups for requested and required life and safety repairs.
The Rental Inspectors and Lead Code Officer joined others around Washington State in a Rental Housing
Roundtable. This group will meet quarterly to discuss best practices, common issues and resolutions and to
learn from each other’s programs. Fun Fact: The City of Pasco has the longest standing Rental Registration
Program in Washington State.
We are continuing to add local area partners to our resource lists to better provide information to our
vulnerable population. We met with two volunteer chore groups offering (basic yard clean up and trash
removal services (free of charge) to elderly, low-income and disabled residents. When a Code Officer or
Rental Inspector is in contact with a resident in need of assistance to resolve code violations, they are
provided a list of volunteer chore groups to bridge the connection between those in need and those who
can fill that need.
Staff worked with management at an apartment fire on Jay Street to assist in ensuring the eight rental units
were secured and the tenants were relocated, at an apartment flood on Chapel Hill affecting three rental
units, responded to a single family dwelling fire on Candlestick to ensure the structure was posted and
secured from entry, and to a car versus building accident on South Elm at a gas station.
Staff will continue to work with the property owners and managers to ensure these structures remain
secured from unlawful entry and occupation to prevent life and safety hazards and to assist in the process of
repairing the structures to restore for occupancy.

MESSAGE TO THE BOARD
Code Division staff arranged a presentation in conjunction with the local Northwest Justice
Project office. Their services are available across Washington State to low-income, senior
and vulnerable persons. They offer free legal aid, tenant eviction assistance, foreclosure
assistance, consumer law, veteran’s aide, farmworker housing and many others.
