City Council Representative Present: David Milne City Staff Present: Brent Kubalek, Patrick Hicks, Jesse Rice, Elizabeth Olivo and Ally Garza CALL TO ORDER The meeting was called to order at 5:31 pm, by Kate Bonderman, Chairperson APPROVAL OF MINUTES Approve the September 14th, 2023 Parks & Recreation Advisory Board Meeting Minutes MOTION: Mrs. Bonderman moved to approve the minutes from the September 14, 2023 Parks & Recreation Advisory Board meeting. Mr. Gruenberg second. Motion carried unanimously. Motion carried unanimously. Approve the October 4th, 2023 All Area Park Board Meeting Minutes MOTION: Mrs. Bonderman moved to approve the minutes from the October 4, 2023 Area - All Parks Board Meeting. Mr. Middleton seconded. Motion carried unanimouslyMotion carried unanimously. COUNCIL REPRESENTATIVE & BOARD MEMBER REPORTS Councilmember Milne expressed appreciation of Mr. Rice for his presentation Page 1 of 22 at the Area - All Parks Board Meeting held on October 4th. He also shared that 3 new councilmembers will be going to city council this next term. He mentioned there was going to be a trade between the Washington State Wine and the Colima Mexico Beer. STAFF REPORTS Recreation Mr. Kubalek reported the following topics related to the Recreation Division:  PR Runners Youth Cross Country - Fall  Adult Flag Football  Afterschool Summer Program  Volleyball Clinic  Fall Festival  National "Park"ingDay  Farmers Market(Dia de Los Muertos)  7 Softball Tournaments at the Pasco Sporting Complex  4 Cross Country Meets at Big Cross  Winterfest –Week of December 4  Lampson Cable Bridge Run –December 16  NRPA Conference  Park Maintenance Grant -$100,000 (14 out of 157) Parks & Facilities Mr. Hicks reported the following topics:  Irrigation blowouts  Seasonal staff  Leaf clean up city wide  Winterfest planning  State Cross country support  New Park rules signs  Tree planting event Nov. 1st @ Volunteer Park  Softball complex down to last couple weeks of use (flag football)  Big Cross course –gravel spreading  Tree removal on Rd 100 and Burden tree uplifting  St Vincent corner landscape  Chiawana bathroom painting  Dock clean up Parks & Recreation Director Mr. Rice reported the following topics:  Winterfest 2023  Transition of Administrative & Community Services Page 2 of 22 UNFINISHED BUSINESS NEW BUSINESS WinterFest 2023 Mr. Rice mentioned Winterfest has relocated to Peanuts Park. The City Manger approved the lightning and the City ordered panels to keep the pavilion warm. Transition of Administrative & Community Services Department Mr. Rice mentioned the Administrative & Community Services Department has transitioned to be called the Parks & Recreation Department. The divisions are Cemetery, Facilities, Parks, Recreation and Animal Control Shelter, and is overseeing the Farmers Market & Pasco Specialty Kitchen. MISCELLANEOUS DISCUSSION Mr. Harrington mentioned he went and visited the radio controlled park in Port Walla Walla. He is going to provide a cost estimate of having a radio controlled park in Pasco at our next meeting. Mr. Morgan asked if there was an update on the pool bubble at Memorial Park. Mr. Rice stated that the Public Works & Engineering Department was taking over the dome design and possibly ordering it in January 2024 to have it installed by May 2024. Mr. Rice said he will be providing an update on this matter at next meeting. Mr. Morgan congratulated the Parks & Recreation Department on their efforts on helping at the State Cross Country event at Sun Willows Golf Course, which brought more than 1,300 athletes to the Tri-Cities. Mr. Morgan asked on behalf of the Kiwanis Group if the locomotive on 3rd could have informational signs. Mr. Rice answered that Parks Manager, Hicks would have to get involved and hopefully set up a meeting with the the City of Pasco and the Kiwanis Group. Mr. Middleton asked where the new Aquatic Center was being built. Mr. Rice answered it will likely be located on the west side on Road 100 by the gravel pit. The vision is to partner with the Benton Franklin Transit to help transport children from the east side for them to use the Aquatic Center. The City of Pasco also hopes to partner with the Mid-Columbia Libraries to have a library out there as well. Mr. Rice would like that area be a one stop shop for families living in Pasco. Mr. Gruenberg mentioned the Reach Museum showed interest in the new Pasco Community Center potentially having a partnership with the City of Page 3 of 22 Pasco. The City of Pasco's vision is to have two full services Community Centers situated in the east and west side of town. Daily average program attendance is approximately double that of last year. •Struggling with staffing . Trying to establish partnership with CBC early childhood education.
