HomeMy WebLinkAbout2023.05.11 PRAB Minutes MINUTES Parks & Recreation Advisory Board 5:30 PM - Thursday, May 11, 2023 Pasco City Hall, Council Chambers CALL TO ORDER The meeting was called to order at 5:31 pm, by Kate Bonderman, Chair. She welcomed Jesse Rice as the new Interim Administrative & Community Services Director. ROLL CALL Board Members Present: Steven Gruenberg, Alex Thornton, John Morgan, Bradyn Leyde, Mark Middleton, and Kate Bonderman Board Member Absent: Nolvia Salinas City Council Representative Absent: David Milne City Staff Present: Brent Kubalek, Patrick Hicks, Jesse Rice and Ally Garza APPROVAL OF MINUTES Approve the March 9, 2023 Parks & Recreation Advisory Board Meeting Minutes MOTION: Ms. Bonderman moved to approve the minutes from the March 9, 2023, Parks & Recreation Advisory Board meeting. Mr. Leyde seconded. Motion carried unanimously. COUNCIL REPRESENTATIVE & BOARD MEMBER REPORTS STAFF REPORTS Recreation Mr. Kubalek reported the following topics related to the Recreation Division: Page 1 of 4Page 3 of 18 • Spring PR Runners - Youth XC League • All Cities COED Youth Volleyball • COED Youth Softball/T-ball • Adult Ultimate Frisbee League • Aquatics - Hiring summer aquatics staff • Held Pie Day Event at the Senior Center on First Avenue • Shelter Season is open • Kurztman building is available for rental • Columbia Basin Youth Football Spring Flag season has begun • Soccer field usage has begin - Currently have field use agreements with 5 leagues • Youth Sports Equity assessment (NPRA Grant) is underway • Alexandra Contreras, Recreation Marketing Specialist, recently secured a sponsorship to support Youth Sports Programs • New hire Recreation Specialist Adrian Galvez will begin work on Monday May 15. Parks Mr. Hicks reported on the following topics related to the Parks Division: • Charging the irrigation systems • Applying pre and post emergent for weed control • Fertilizing landscapes along Sandifur Boulevard • Seasonal workers started on May 1st • Arbor Day event was held at Kurztman Park • Park Ranger hired and will start on May 30th • Park bathroom vandalism and drug use in bathrooms on the rise • The City closed the following park bathrooms - Highlands Park, Sylvester Park, Volunteer Park and Riverview Park • Sheryl Morgan (cemetery secretary) retired as of April 28th • Palomino Garden completed and open for use • Athletic field painting at 9 soccer fields, 3 football, 1 lacrosse, 6 softball fields • Dock repair at Chiawana Park • Road 48 soccer recycling moved to make room for more parking • Irrigation repairs • Shelter improvements (BBQ stations and landscaping) • Park sign repairs • Add Softball (woodchips) to playgrounds • Install hanging baskets along 20th Avenue ACS Director Page 2 of 4Page 4 of 18 Mr. Rice, Interim Administrative & Community Services Director, mentioned the he will be working with City Manager Lincoln on the new direction for the Administrative & Community Services Department. NEW BUSINESS Save Our Shoreline Presentation Mr. Kubalek introduced Save our Shoreline representative Marla Marvin. Ms. Marvin gave a presentation regarding establishing parks and conservation areas in and north of Pasco adjacent to the Columbia River. Mr. Morgan asked if the City could advise the PRAB on how to move forward with Saving the Shoreline. Mr. Rice answered stating the City will need to speak to the Army Corps of Engineers. Parks Master Plan Amendment - West Broadmoor Park This was presented under the Recreation Report. Sports Equity Assessment This was presented in the Recreation Report. Grand Old 4th Parade Marshall Nomination Selection (3 persons) The PRAB agreed to nominate 2 individuals for the Grand Marshal l MOTION: Ms. Bonderman moved to recommend Mike Garret and Felix Vargas to City Council to serve as the 2023 Grand Old 4th Parade Grand Marshall. Motion carried unanimously. MISCELLANEOUS DISCUSSION Park Board Members Feedback Mr. Leyde asked if the City could use students from Chiawana or Pasco High to work for the City in an afterschool program. Mr. Hicks answered the City has thought about it but nothing has been set in place as of yet. The next PRAB meeting is scheduled for July 13, 2023.
