PERSONAL SERVICES AGREEMENT

WHEREAS, the City and Watkins Endeavor, LLC entered into a Personal Services
Agreement on 08/01/2022 to provide project managements with respect to the Pasco Public
Facility District.
WHEREAS, the Pasco Public Facilities District Aduit and Finance Committee
preformed an audit on the agreement with Watkins Endeavor, LLC.
WHEREAS, the Pasco Public Facilities District Aduit and Finance Committee find that
Watkins Endeavor, LLC has been satisfying the requirements of the agreement.
WHEREAS, The Pasco Public Facilities District Audit recommends a 3.9% payment for
services increase, retroactive to September 1, 2023. The payment increase is consistent with the
August 2023 West Region CPI-U 12-month percent change.
NOW, THEREFORE, this agreement is amended to allow Watkins Endeavor, LLC to
receive additional compensation for services provided as described on Exhibit A.
3.4 The City shall pay the Contractor for all work performed and expenses incurred under
this Agreement, as follows.
M Monthly (Single Rate): $10,390 per month plus actual expenses incurred as
provided under this Agreement, but not to exceed a total of 30$ 0,000 without
prior written authorization by the City
2. Time of performance:
The payment increase will be retroactive to September 1, 2023.

Subject: Summary Review — Watkins Endeavor, LLC
Pasco Public Facilities District Audit and Finance Committee (Committee) was asked to
provide a summary review of the City of Pasco's (City) contract with Watkins Endeavor, LLC
(WE, LLC) from the point of view of the Committee.
Generally, the Committee finds WE, LLC work to be good.
The results of the Committee's work are as follows:
1.) The Committee trusts Pasco is satisfied WE, LLC is meeting the requirements of:
A.) Paragraph 4 — Reports and Inspections.
B.) Paragraph 9 — Insurance.
2.) Professional improvement areas:
A.) Obtain financial training in budgetary procedures. Specific suggestions B and
C are areas that establish/maintain public trust of the Public Facilities
District's fiscal management.
B.) Budget assumptions — identifying financial expectations of revenue/expenses.
C.) Actualibudget variances — explanations provide insights into the accuracy of
budget assumptions and identifies areas where actual results differ from the
budget.
3.) Committee recommends a 3.9% payment for services increase, retroactive to
September 1, 2023. The payment increase is consistent with the August 2023 West
Region CPI-U 12-month percent change.
