MINUTES
4:00 PM - Tuesday, October 17, 2023; Pasco City Hall, Council Chambers
WELCOME, CALL TO ORDER, AND ROLL CALL
Pasco Public Facilities District (PPFD) President Morrissette welcomed
members of the audience and called the meeting to order at 4:00 PM.
Board Members Present: President Mark Morrissette, Vice President
Marie Gillespie, Secretary/Treasurer Caroline Bowdish, Board Member
Leonard Dietrich, and Board Member Spencer Jilek
Board Staff Present: PPFD Executive Director Matt Watkins
City Council & Staff Present: Council Liaison Melissa Blasdel, City
Attorney Eric Ferguson, Interim Administrative & Community Services
Director Jesse Rice, and City Clerk Debby Barham
RECOGNITION OF VISITORS/PUBLIC COMMENTS
No one came forward to speak.
APPROVAL OF MINUTES
Approve PPFD Board September 19, 2023 Meeting Minutes
MOTION: Dr. Jilek moved to approve the PPFD Board minutes from the
September 19, 2023, meeting. Mr. Dietrich seconded the motion. Motion
carried unanimously.
CLAIMS APPROVAL
Approval of PPFD Monthly Expenses
MOTION: Ms. Gillespie moved to approve the September 2023 PPFD
Expenses in the amount of $38,400.54. Mr. Dietrich seconded the
motion. Motion carried unanimously.

Approval of Association of Washington State Public Facilities
Districts (AWSPFD) Membership Dues
Mr. Watkins explained that due to the COVID-19 pandemic, the AWSPFD was
not paid for the years 2021, 2022, and 2023. He recommended that the PPFD
Board approve the annual dues for three years.
MOTION: Ms. Bowdish moved to approve the membership dues for the
Association of Washington State Public Facilities Districts for the years
from 2021 through 2023 in the amount of $1,550. Dr. Jilek seconded the
motion. Motion carried unanimously.
FINANCIAL REPORT
September 2023 Balance Sheet, Third Quarter Budget Performance
Report, and Monthly Cash Flow Budget Analysis
Ms. Buckley reviewed the September 2023 PPFD Balance Sheet, the Quarterly
Cash Flow Budget Analysis and the September 2023 PPFD Review report.
REPORTS FROM COMMITTEES
Design & Construction Committee (Marie Gillespie & Mark
Morrissette; Alternate Spencer Jilek)
Ms. Gillespie announced that the Committee interviewed three potential
companies that submitted Requests for Qualifications on Friday, October 13,
2023. The next step is for those companies to submit Requests for Proposals for
the Aquatic Facilities construction project.
OLD BUSINESS
2023 Budget Review and Adoption
Ms. Buckley provided a brief report on the official 2023 PPFD Budget and
requested adoption of this budget.
MOTION: Dr. Jilek moved to adopt the 2023 PPFD Budget as
presented. Mr. Dietrich seconded the motion. Motion carried
unanimously.
Establishment of a Working Group
Mr. Watkins provided a brief update regarding the establishment of a volunteer
working group and he asked the PPFD Board to provide a description and
expectations of the working group.

He recommended that the PPFD Board create an ad -hoc committee to develop
the goals, tasks and expectations of the volunteer working group.
Ms. Gillespie and Mr. Morrissette volunteered to be on the ad -hoc committee to
develop the framework for the volunteer working group.
NEW BUSINESS
2024 Budget Draft Presentation
Ms. Buckley presented the proposed 2024 PPFD Budget.
The PPFD Board and Ms. Buckley briefly discussed the proposed Budget.
Association of Washington State Public Facilities Districts
(AWSPFD) Conference Report (Attendees: Morrissette, Bowdish, Jilek,
Watkins, Gardner, & Hofstetter)
Mr. Watkins asked if any attendees had comments to share with the group
regarding the AWSPFD Conference.
The PPFD Board, Mr. Ferguson and Mr. Watkins discussed the topics presented
during the Conference.
OTHER BUSINESS
PPFD Executive Director Report (Matt Watkins)
Mr. Watkins provided a brief recap of the October 13, 2023, presentations from
the three companies who submitted Requests for Qualifications. He noted that
the next steps will occur in November 2023. He announced that the Audit &
Finance Committee will be meeting next week to review the Request for
Qualifications for an Underwriter and Bond Counsel.
Mr. Watkins introduced newly appointed Councilmember Melissa Blasdel, who is
now the Council's representative to the PPFD.
Mr. Watkins stated that Visit Tri-Cities has requested he serve on the Visit Tri-
Cities Board and the Tri-Cities Legislative Council. He announced that he was
asked to travel to Colima, Mexico. Lastly, he suggested the PPFD Board
consider adopting a mascot for the Aquatics Facility to use when participating in
community events before the facility is completed.
Mr. Rice expanded on how a mascot will help draw in the public as community
engagement activities ramp up for the PPFD Aquatics Facility.
