AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON,
AMENDING THE 2023-2024 BIENNIAL OPERATING BUDGET BY
PROVIDING SUPPLEMENT THERETO; BY APPROPRIATING REVENUE
RECEIVED IN EXCESS OF ESTIMATED REVENUES FOR THE CURRENT
BIENNIAL AND BY PROVIDING TRANSFERS AND ADJUSTMENT
AUTHORITY.
WHEREAS, on November 27, 2022, the Pasco City Council approved Ordinance No.
4619, adopting the 2023-2024 Biennial Budget; and
WHEREAS, staff has identified the need to make certain revisions to the 2023-2024
Biennial Budget; and
WHEREAS, a Public Hearing has been held subsequent to due notice, and the City
Council has after consideration, deemed the proposed Mid -Biennial adjustment to the Biennial
Budget necessary and appropriate.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON DO ORDAIN AS FOLLOWS:
Section 1. Pursuant to RCW 35A.34.130 and Pasco Municipal Code (PMC) 3.51.020,
the 2023-2024 Biennial Budget be and the same is hereby amended to provide for the following
adjustments to, revenues, transfers in, expenditures, transfers out and ending fund balances by
providing authority for any necessary transfer of money within or between funds indicated.

Section 2. That the additions in appropriations and expenditures are hereby declared
to exist in the above funds for the said uses and purposes as shown above, and the proper City
officials are hereby authorized and directed to issue warrants and transfer funds in accordance
with the provision of the Ordinance.
Section 3. Except as amended herein, Ordinance No. 4619 as previously adopted
heretofore shall remain unchanged.
Section 4. Severability. If any section, subsection, sentence, clause, phrase or word
of this ordinance should be held to the invalid or unconstitutional by a court of competent
jurisdiction, such invalidity or unconstitutionality thereof shall not affect the validity or
constitutionality of any other section, subsection, sentence, clause phrase or word of this ordinance.

Section 5. Corrections. Upon approval by the city attorney, the city clerk or the code
reviser are authorized to make necessary corrections to this ordinance, including scrivener's errors
or clerical mistakes; reference to other local, state, or federal laws, rules, or regulations; or
numbering or referencing of ordinances or their sections and subsections.
Section 6. Effective Date. This Ordinance, being an exercise of a power specifically
delegated to the City legislative body, is not subject to referendum, and shall take full force and
effect five (5) days after approval, passage, and publication as required by law.
PASSED by the City Council of the City of Pasco, Washington, on this 27th day of
November, 2023.
