A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER
NOS. 22-27 TO THE CONSTRUCTION CONTRACT WITH CASCADE
BRIDGE, LLC. FOR THE LEWIS STREET OVERPASS PROJECT.
WHEREAS, the City of Pasco, Washington and Cascade Bridge, LLC. entered into a Construction
contract on March 1, 2021, for construction of the Lewis Street Overpass Project; and
WHEREAS, this project involves the construction of a new 562-foot, 4-span, pre -stressed
Concrete overpass, over the BNSF Railway yard and a new 63-foot, voided slab, overpass over
First Avenue. Along with roadway improvements, backfilling, partial structure removal, retaining
wall construction, earthwork, paving with HMA, landscaping, storm drainage, illumination, water
mains, sanitary sewer, and other associated work; and
WHEREAS, the City of Pasco, Washington and Cascade Bridge, LLC. executed Change
Orders Nos. 1 through 21 to provide for additional work not included in the original contract; and
WHEREAS, proposed Change Orders Nos. 22 through 27 involve additional work related
to: BNSF Security Fence, BNSF Bridge No. Signs, Modified BNSF Water Service, SEW Wall
Design Revisions, and Traffic Control items and temporary barrier for a total of $1,774,244.93;
and
WHEREAS, the City Council of the City of Pasco, Washington, has after due
consideration, determined that it is in the best interest of the City of Pasco to enter into Change
Order Nos. 22-27 with Cascade Bridge, LLC.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
That the City Council of the City of Pasco approves the terms and conditions of the Change
Order Nos. 22-27 between the City of Pasco and Cascade Bridge, LLC. as attached hereto and
incorporated herein as Exhibit A.
Be it Further Resolved, that the City Manager of the City of Pasco, Washington, is hereby
authorized, empowered, and directed to execute said Change Order Nos. 22-27 on behalf of the
City of Pasco.
Be It Further Resolved, that this Resolution will take effect immediately.

Detail as Appropriate: This change order adds one new item, C-081 Railroad RPBA 8 In. This item shag be full
compensation for all materials, tools, and equipment necessary to provide and install the BNSF RPSA
as shown on revised plan sheets RD-4, WS-4, WS-7, WSD-1, and information sheets for the Safe-T-
Cover enclosure, eMchicai riser, and junction box (attached).
Also attached to this change order for reference is a cut sheet for the Neptune Mach 10 water meter
which will be provided and installed by the City of Pasco.
The detail for the Railroad Water Service now includes two valves, and the RPBA requires an
upstream valve. Therefore, the quantities of Eld Item C-024 Cate Valve 8 im will be increased by two
(2) for the added valves. Bid Item C-056 Railroad Water Ser Ace 8 in. will be maintained as bid.

testing and maintenance.
The enclosure disassembles easily if full equipment

A freeze and vandal protective enclosure shall be installed over above ground plumbing systems. The enclosure shall be
constructed of 5052-H32 marine grade aluminum with a minimum R9 in the walls and R18 in the roof. Molded fiberglass
enclosures will be rejected. Cut board insulation shall be used for uniform insulation thickness. Sprayed insulation shall be
reason for rejection. Redwood post and beams shall be utilized for structural support. The use of "Particle board" shall be reason
for rejection. The roof of the enclosure shall be removable for maintenance. Enclosures requiring tape to seal the roof seams are
prohibited. The enclosures shall have a fully insulated drain panel designed to remain closed, except when discharging water.
The drain panel shall be sized to accommodate the maximum discharge for backflow installations. The enclosure shall be
mounted securely to a concrete pad and remain locked even if outside screws are removed. All mounting hardware shall be
furnished. The enclosure shall withstand winds up to 110 mph with standard anchoring hardware. Anchoring hardware designed
for 130 mph winds will be available upon special request (130 mph hardware may require a thicker concrete slab).
When heat is required, a slab mounted UL or ETL listed heater shall be provided that has been independently certified to meet
the UL-2021 "Rain Test" for damp or wet conditions. Wall -mounted air heaters and self-regulating cables shall not be used as the
heat source. The enclosure shall be certified to the most recent ASSE Standard 1060 (Class I or Class II). The insulated enclosure
shall be a Safe-T-Cover Series 1000.

The Safe-T Cover slab mount heating system
provides freeze protection to the plumbing & water
works equipment installed within an enclosure.
This patented heating system virtually eliminates
heat stratification within the enclosure, which
reduces energy consumption. By mounting the
heater on the slab, freeze protection is provided to
the underground vertical riser pipes. The system is
designed to withstand water spray conditions inside
the enclosure. The heater has been independently

of —30°F. The heating system shall be installed on the concrete pad and designed to operate without damage or
impeding performance during water spray conditions. A thermostat capable of a temperature control range of +40°F
to +100°F with fittings suitable for watertight installations shall be provided. The slab mount heating system shall be
a Safe-T Cover Series HCH or HCHS. The heater has been independently certified to meet section 49 of UL-2021
for damp or wet conditions..

PART 1 GENERAL
1.1 WORK INCLUDED
A. Provide manufactured backflow prevention assembly enclosure.
1.2 QUALITY ASSURANCE
A. Qualifications: The backflow prevention assembly enclosure manufacturer shall
be a company specializing in the manufacture of backflow prevention assembly
enclosures with at least 5 years of successful experience designing and selling enclosures to
various customers in different climatic regions.
1.3 STORAGE AND HANDLING
A. Store products in shipping containers and maintain in dry place until installation.
1.4 ACCEPTABLE MANUFACTURERS
A. Safe-T-CoverTm or Engineer approved equal.
1.5 REFERENCES
A. ASTM 13209.
B. ASSE 1060-Performance Requirements for Outdoor Enclosures for Backflow Prevention

PART 2 PRODUCTS
2.1 MODEL NO. & SIZE
A. Model No. shall be 1000D-AL.
B. Inside dimensions shall be 90"W x 144"L x 78"H.
2.2 MATERIALS OF FABRICATION
A. Material of fabrication shall be 5052-1132 marine grade aluminum (.050/18 gauge), mill finish
and shall meet ASTM B209.
B. Insulation shall be 1.5" (9.0"R" value) minimum thickness polyisocyanurate foam laminated to a
glass fiber reinforced facer (each side). The insulation shall have the following properties:
1. Dimensional Stability -Less than 2% linear change, ASTM D-2126;
2. Compressive Strength-20PSI, ASTM D-1621;
3. Water Absorption -Less than I% by volume, ASTM C-209;
4. Moisture Vapor Transmission -Less than one (1) perm, ASTM E-96;
5, Product Density -Nominal 2.0 lbs. per cubic foot, ASTM D-1622;
6, Flame Spread=25, ASTM E-84;
7. Service Temperature= -100QF to +250OF maximum.
8. The insulation shall be of uniform thickness.

C. Structural members shall be redwood.
2.3 ROOF, WALLS & PANELS
A. The roof, walls & panels of the enclosure shall be constructed of 5052-H32 (.050/18 gauge)
marine grade aluminum, mill finish, ASTM B209 outside with insulation 1 1/2" (9.0 "R" value) thick
in the walls and panels and 3" (18.0 "R" value) thick in the roof.
B. The aluminum, insulation and redwood shall be securely bonded together to form a composite
panel.
C. The aluminum panels shall be provided with a PVC or similar exterior film to prevent damage
before installation. The film shall be removed before installation.
D. The complete assembly, including valve stems, shall be protected by being inside the enclosure.
E. The roof shall be securely attached to the walls with screws and inside roof connections
F. All screws shall attach to redwood members.
G. The walls of the enclosure shall be securely attached to the concrete base with inside anchoring
brackets.
H. Access panels shall be four (4) in number and each shall be 38 1/4"W x 78"H. Two access panels
shall contain drain panels.
I. Access panels shall be completely removable.
J. Access panels shall be provided with built-in pad lockable folding T-handles.
K. Clear opening drain panel area shall be 38 1/2"W x 6 1/2"H.
L. Drain panel shall have a stainless steel hinge and a stainless steel light strength spring as a positive
means of closure so that the drain panel will not be activated by wind.
M. Drain panel shall be designed to remain closed except during water discharge.
2.4 Heating Equipment (ASSE 1060 Class I -Required; ASSE 1060 Class H-Optional)
A. Heating equipment shall be furnished and designed by the manufacturer of the enclosure to
maintain an interior temperature of +40OF with an outside temperature of -300F.
B. The heater shall have two electrical resistance elements completely enclosed within a solid
aluminum cast platen base.
C. The platen heater shall be designed for installation to the concrete base with mounting hardware
provided.

D. The platen heater shall be suitable for installation underneath a reduced pressure zone device and
designed to sustain water spray without damage to or impeding the performance of the heater.
E. The platen heater shall be provided with a thermostat adjustable from +40°F to +100°F. The
thermostat, all conduits and wiring fittings provided shall be suitable for "water -tight" installation.
2.5 MOUNTING HARDWARE
A. Mounting hardware shall be furnished and shall be 300 series stainless steel and/or T-6
aluminum.
B. All threaded fasteners shall be furnished and shall be 400 series stainless steel and/or Hilti type
Tap -Fast w/QuickcoatTM and Flo Seal washer or equal.
C. All masonry fasteners shall be furnished and shall be stud type Hilti Kwik Bolt IlTM and/or Hilti
type Hit Anchors or equal.
D. All necessary drill bits shall be furnished.
PART 3 INSTALLATION
A. Enclosure shall be mounted on a concrete pad 104"W x 160"L x 6"Thick.
B. Enclosure shall be assembled and mounted to concrete pad according to manufacturer's
instructions.
C. Enclosure shall be assembled and mounted to concrete pad in such a way that it will remain
locked and secured to pad even if outside screws are removed.

Quantities are increased for bid item A-111 Temporary Barrier by 350 LF. Bid Item A-136 Temporary
Pavement Markings - Short Duration and A-133 Other Traffic Control Labor (labor for installing and
maintaining the traffic control devices fro Phase 1A) will be tracked and paid under the existing bid
items.
One new item, Phase 1A Traffic Control, is added. This item is full compensation for all management,
surveying, materials (cones, barrels, barricades, temporary signing, etc.), tools, and equipment
necessary to implement the Phase 1A Traffic Control.
Public outreach and traffic signal modifications shall be performed by the City of Pasco.
Schedule impacts for this change order have not been quantified yet and will be addressed on a later
change order if determined valid. Schedule impacts may include additional contract time and/or
additional costs associated with this time.
