City Council Workshop Meeting

CALL TO ORDER
The meeting was called to order at 7:00 PM by Blanche Barajas, Mayor.
ROLL CALL
Councilmembers present: Blanche Barajas, Melissa Blasdel, Irving Brown,
Joseph Campos, David Milne, and Pete Serrano
Councilmembers absent: Zahra Roach
Staff present: Adam Lincoln, City Manager; Richa Sigdel, Deputy City Manager;
Darcy Buckley, Finance Director; Kevin Crowley, Fire Chief; Eric Ferguson, City
Attorney; Jacob Gonzalez, Community & Economic Development Director; Jesse
Rice, Information Technology Director & Interim Administrative & Community
Services Director; Ken Roske, Police Chief; Steve Worley, Public Works Director;
and Debby Barham, City Clerk
The meeting was opened with the Pledge of Allegiance.
VERBAL REPORTS FROM COUNCILMEMBERS
Ms. Blasdel reported on the Pasco Public Facilities District Board meeting that she
recently attended.
Mr. Serrano reported on the Hanford Area Economic Investment Fund Advisory
Committee meeting he attended earlier in the day.
Mayor Pro Tern Brown arrived at 7:04 PM.
ITEMS FOR DISCUSSION
Visit Tri-Cities 2023 Mid -Year Report & Tri-City Regional Hotel/Motel
Commission 2024 Marketing Plan & Budget

Mr. Lincoln introduced Kevin Lewis President & CEO, Visit Tri-Cities who provided
the presentation regarding the Visit Tri-Cities 2023 mid -year report; as well as the
Tri-City Regional Hotel/Motel Commission (TCRHMC) 2023 reserve request and
proposed 2024 TCRHMC Plan and Budget. Lastly, he announced that the Tri-
Cities will host the Ironman event in September 2024, as well as the 2024 World
Horse Shoe Pitching event.
Council and Mr. Lewis briefly discussed the proposed use of the additional
funding that Visit Tri-Cities is seeking for 2023. Council expressed appreciation for
the retooling of the digital advertisement.
Mayor Barajas asked City staff if there were funds available for the beautification
of Pasco's streets, parks, etc. to attract the participates and audiences for
Ironman and World Horse Shoe Pitching events to visit Pasco.
Mr. Lincoln announced that Mr. Rice is currently working on events that may
attract visitors into Pasco during the major sporting events.
Presentation of Proposed Housing Action and Implementation Plan
Mr. Gonzalez introduced Ferdouse Oneza with Oneza & Associates and Morgan
Shook with ECONorthwest who presented the proposed Housing Action and
Implementation Plan.
Mr. Serrano, Ms. Oneza, Mr. Shook and Mr. Gonzalez discussed the
recommended strategies for the Housing Action Plan, specifically, strategy Nos.
3. "Expand the supply and increase access to affordable housing," 4. Build
housing for Pasco's special population groups," and 5. "Mitigate displacement of
vulnerable residents."
Council, the consultants and staff discussed the use of community agencies to
assist in the homeownership for the typical Pasco residents, minorities and
income limited individuals. They discussed various strategies to achieve
affordable housing.
Mr. Gonzalez stated that staff is recommending Council approval of the Housing
Action and Implementation Plan that will assist not only the City, but the
community stakeholders and collaborators promoting affordable housing
opportunities within Pasco. He also stated that staff is recommending the
termination of the Pilot Fee in lieu of property tax associated with the Housing
Authority of the City of Pasco and Franklin County, as well as amending the
Pasco Municipal Code to include deferred impact fees for those applicants of
single-family and multi -family units to apply for if requested. He noted that the
deferred impact fees are different than mitigation fees.
Ordinance - Franklin County Irrigation District Franchise Agreement
Mr. Worley provided a brief report regarding the proposed Franchise Agreement

with the Franklin County Irrigation District (FCID).
MISCELLANEOUS COUNCIL DISCUSSION
Mr. Lincoln stated that there is no Council meeting next week as it is the fifth (5th)
Monday of the month.
Mr. Worley updated Council regarding two delays related to the 1-182 and Road 100
Interchange Project.
Mr. Rice announced that next Saturday, October 28th, is the final Farmers' Market
and a fun run.
Mr. Gonzalez announced the fourth (4th) Housing Action and Implementation Plan
Workshop was scheduled for Tuesday, October 24th. He also stated that the City is
hosting a WCIA training for building, permits and code enforcement staff.
Police Chief Roske announced that former Police Chief Dennis Austin passed away
early this morning.
Mr. Campos asked if the new Pasco Police Regional Training Center has been
named.
Mayor Pro Tem Brown expressed thanks and gratitude to Council for electing him as
Mayor Pro Tem.
Mayor Barajas announced the upcoming State of the Cities Luncheon scheduled for
Wednesday, October 25th.
EXECUTIVE SESSION
Council adjourned into Executive Session at 8:22 PM for 15 minutes to discuss
with legal counsel about current or potential litigation per RCW 42.30.110(1)(i)
with the City Manager, Deputy City Manager, Public Works Director and City
Attorney.
At 8:40 PM Mayor Barajas announced that the Executive Session would continue
for another five (5) minutes.
Mayor Barajas called the meeting back to order at 8:45 PM.

There being no further business, the meeting was adjournedat8:45 PM.
