The City of Pasco Code Division strives to gain voluntary compliance through communication, outreach and education. Voluntary Compliance Agreements are used to provide up to 90 days for compliance with certain codes and situations. This may include issues such as landscaping and cases entailing corrective action which is large scale/high cost, with the understanding the property will be maintained free of any other code violations during the agreement period. As Pasco grows, the Code Division is working diligently to keep pace through occupational training. Staff members took part in several trainings and attended the Washington State Association of Code Enforcement’s 35th Annual Conference. Training sessions included Verbal Judo, Code Officer Safety, Emotional Intelligence for Proper Communication, Identifying Hoarding Disorders, and a Case Preparation and a Right of Entry - 4th Amendment refresher course. Code Enforcement Officer Contreras earned his Junk Vehicle Certification. CEO Contreras will be the second Junk Vehicle Inspector for the division. This certification is provided by Washington State Patrol. Junk Vehicle affidavits provide property owners a quicker route to lawfully removing abandoned vehicles from their property. This year, staff has conducted 15 Junk Vehicle Inspections to assist property owners in removing these attractive nuisances. Flat tires must be repaired or the vehicle moved to an enclosed structure or sight screened location. (REPEAT) IPMC 302.8 Violation: Allowing inoperative or unlicensed motor vehicles to be parked, kept or stored on any premises,and/or allowing vehicles at any time be in a state of major disassembly,disrepair,or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth at an approved location. Corrective Action: Remove all vehicle(s) in the condition(s) described above from the property or move said vehicle(s) to an enclosed structure where the vehicle is out of public view and/or discontinue painting vehicles at this location. CEB2023-1074 2707 W HENRY ST - SANTOS GARCIA, owner JESUS CONTRERAS, Code Enforcement Officer Description: Multiple inoperable vehicles throughout property. PMC 25.165.200 (2) (A-D) Violation: Only one (1) inoperable vehicle may be stored outside of a fully enclosed building on the property in any residential zone.The vehicle shall not be stored upon a public right-of -way or in the front or side yard areas of the property. The vehicle must be locked and secured at all times it is unattended and must be stored on an approved hard surface(i.e. gravel, asphalt or concrete)behind a completely enclosed six (6) foot fence, which is fully sight obscuring. All vehicle parts not properly installed upon a vehicle shall be stored inside a fully enclosed building or within the vehicle itself . Corrective Action: Store all inoperable vehicles within an enclosed building(such as a garage or shed). One vehicle may be stored outside an enclosed building in compliance with the provisions above. All other vehicles must be removed from the property or made operable. Store all vehicle parts in an enclosed building, within the vehicle or remove the parts from the property.
