ROLL CALL Commissioners: Saul Martinez, Aislin Maloney. Rebecca Merkley-Omeje joined at 6:18 pm, unable to approve minutes. City Staff: Gina Vasquez. Others Present: Craig Maloney, other guest - online listen-only. APPROVAL OF MINUTES MOTION: I move to approve the Minutes of the February 28, 2023 meeting. No quorum until Commissioner Merkley-Omeje arrived at 6:18 pm. Minuiutes not approved. COMMISSIONER REPORTS Aislin Maloney, newly appointed commissioner to youth position introduces herself. STAFF REPORTS Noburo 'Peanuts' Statue Update Staff updated commissioners on the revisions to scope of work requested by artist reducing update reports from 5 to 4 and required documentation to issue payments Page 1 of 3 according to report submission intervals. A brief overview of the project was provided as well. Mural Code Staff informed commissioners of the adoption of ordinance 4678 creating PMC title 18 arts and murals and reviewed with them. UNFINISHED BUSINESS Public Mural Program Staff provided an overview of program establishment, funding, requirements, and plan for sustainability. Commissioner Martinez mentioned that Chicago mural program offers painting on panels. Commissioner Merkley-Omeje elaborated on various methods to do mural methods to research and include in mural guidebook/best practices. Commissioner Martinez asked what rubric would be used to review public mural requests, staff informed him that the rubric will be created using the public mural guidelines outlined in the adopted ordinance. He also inquired about collaboration for a mural on PSD booth building. Commissioner Maloney asked if the booth building mural would be done by students or a professional artist, Commissioner Merkley-Omeje informed that both are options to consider. Commissioner Merkley-Omeje suggested doing an open call for artists to be listed on a mural roster. NEW BUSINESS MISCELLANEOUS DISCUSSION Commissioner Merkley-Omeje asks the commission to keep Spokane in their thoughts as many have been evacuated from their homes due to fires. Commissioner Martinez spoke to Damien Davis about functional art proposal that would include charging stations and solar panels. Commissioner Martinez informed that Mr. Davis has been in contact with an artist who has experience creating this kind of art. Guest Craig Maloney asks if the board would entertain a motion to allow public comment, adding that Roberts Rules states that the decision to allow public comment rests with the commission. Commissioner Martinez makes a motion, Commissioner Merkley-Omeje seconded. Commissioners unanimously agree to allow public comment. Suggestions: • Suggests adding a public comment section to the agenda • City council has considered amending the charter to allow more participation and fill all positions. Page 2 of 3 • Informs that Commissioner Maloney knows superintendent personally and bringing up murals at a school board meeting could be beneficial. • Mentions pedestrian safety program for street murals and crosswalk art. • Adding arts elements to existing PW projects. • Council support of percent for art program. Staff informs commissioners that street murals, crosswalk art, and incorporation of art elements into PW projects are active discussion topics with consultants and part of DTMP. Commissioner Merkley-Omeje reiterates and expresses great support for percent for arts programs, adding that she would be open to present to council. Staff informs commission that they will be contacted for availability to schedule meeting with Framework Consulting to discuss arts components of DTMP implementation. Murals Staff informed commissioners of proposed arts initiative that would house all arts efforts under one umbrella, opportunity to create logo and brand around initiative. UNFINISHED BUSINESS Page 1 of 2 Target Zero Utility Box Art Commissioners were interested to know how much customization could be done on utility box art. Suggested strategic placement. STAFF REPORTS Noburo Peanuts Update Staff informed Commissioners the artist agreement is ready for artist signature. Public Art Policy Review Staff shared progress on internal public art policy. NEW BUSINESS Downtown Masterplan: Murals Lesley informs commissioners of identified arts elements to begin implementation to Downtown Masterplan. ROLL CALL Commissioners: Eleanor Neff, Ana Armijo, Rebecca Merkley-Omeje, Saul Martinez. City Staff: Gina Vasquez. APPROVAL OF MINUTES Commissioner Neff moved to approve the Minutes of the January 24, 2023 meeting. Commissioner Martinez seconded, the motion was carried unanimously. STAFF REPORTS Project Update: Noburo "Peanuts" Fukuda Public Art Staff shared a brief summary of the project from call for open to close, submission review process and artist selection to current developments. Staff are working with experienced community members to develop artist agreement and scope of work for Pasco's first public art piece. Commissioner Merkley-Omeje expressed gratitude and interest in reviewing agreement and scope of work as she is an artist herself. Project Update: Utility Box Art Completion is weather dependent. Commissioners expressed interest in holding an unveiling event upon project completion and would like to invite Page 1 of 2 local artists to attend. Commissioners also requested for completed and ongoing commission project news to be featured on website. UNFINISHED BUSINESS Updated PACC Workplan Staff made changes to workplan requested by commissioners at meeting on on January 24, 2023. NEW BUSINESS Acknowledging Women's History Month Commissioners shared ideas for a women's history month social media campaign and expressed interest in issuing a proclamation. MISCELLANEOUS DISCUSSION Commissioner Neff shared that the Franklin County Historical Society Museum will reopen to the public on March 15, 2023 with extended hours. On April 29, 2023 a ribbon cutting will be held for museum annex building completion. Commissioner Martinez shared his involvement a project to develop a downtown building into a café and art gallery. The project is ongoing and currently fundraising. The space would also be used to host art workshops for the public, kids activities, and a space to showcase local artists. Workplan Projects or Efforts To be Completed in 2023: • Mural recommendations for City Council • Installation of 2nd Utility Box Wraps as part of partnership with STCU • Noburo ‘Peanuts’ Fukuda Call for Art o artist selection o design review o sculpture installation Projects/Efforts to continue in 2023: • Partnership with STCU for Utility Box Wrap Art. • Arts & Culture Recognition o Review of proclamations for Black History Minth, Asian American and Pacific Islander Heritage Month, Hispanic Heritage Month • Development of a Public Art Policy for Pasco o Creation of a foundational vision statement to serve as a guide NEW Projects/Efforts to begin in 2023: • Work with staff to establish a list of annual events PACC will support. • Explore feasibility of a program to display art in downtown storefronts. • Hold PACCs first ever Sidewalk Chalk Competition. • Seek public space for art exhibitions, performances, and workshops. • Guide staff in development of Public Mural Program for Downtown Pasco. • Art to encourage resident health and well-being.
