Between the City of Pasco

International Union of Operating Engineers (IUOE) Local 280
This agreement Is entered on the !3 day of June 2023, between the City of Pasco and
the IUOE.
International Union of Operating Engineers Local Union #280, (hereinafter referred to as
the "Union"), and;
The City of Pasco, Washington, (hereinafter referred to as the "City").
Whereas, the City has implemented the safety boot allowance for bargaining unit
members each calendar year, starting the first pay period of January 2022 for the 2022 -
2025 IUOE contract.
Whereas, the current collective bargaining agreement (CBA) language does not specify
the safety boot allowance being provided for bargaining unit members who were hired
with the City, after the start of each calendar year (January) allowance is provided.
Whereas, the City will be providing a safety boot allowance upon hive for bargaining unit
members hired with the City end providing a safety boot allowance each calendar year
on the hire -anniversary date and thereafter, beginning retroactively to January 2023.
Whereas, the City will make these payments on regularly scheduled pay dates, as
defined: for new hires, this will be paid in the first pay period that includes the 18t day of
the month following their hire date (unless hired and their first pay period includes the 18t
then it will be in their first paycheck). Then annually thereafter, in the same corresponding
manner.
Whereas, the City defines "hire -anniversary date" as annually after the employees' date
of hire.
Whereas, the Union and the City agree that this MOU is non -precedence setting and all
other terms and conditions of the CBA remain in force;
Whereas, the Union and the City agree that this MOU can be terminated by either party
with fourteen (14) days written notice to the other party. Such written notice may be
delivered by email to the other party terminating the MOU.
Now therefore, effective July 9, 2023, the City and Union agree that a safety boot
allowance will be provided for bargaining unit members newly hired with the City of Pasco
and each calendar year thereafter on their hire -anniversary date.

This change will be retroactively applied to those hired after January 7, 2023 (January
13, 2023 was the pay date the first safety trot allowance was paid out). Those
employees hired after that date will receive the retroactive payment for the safety boot
allowance, payable on the July 28, 2023 paycheck.
Employees whose hire -anniversary date falls within January 8, 2023 and July 8, 2023,
will receive an additional safety boot allowance for their hire -anniversary date allowance
in addition to the safety boot allowance already received in January of 2023 for the
calendar year allowance. This will allow the City to be current for the new process
moving forward for providing a safety boat allowance for newly hired bargaining unit
members and each calendar year thereafter.
