AGREEMENT NO.21-053
WHEREAS, the City and RH2 Engineering, Inc., entered into a Professional Services
Agreement on 11/2/2021 to provide engineering services with respect to the Process Water
Reuse Facility Pretreatment Improvements project.
WHEREAS, the City and R112 Engineering, Inc., entered into Amendment No. 1 on
2/9/2022 to add professional engineering services.
WHEREAS, the City and RH2 Engineering, Inc., entered into Amendment No. 2 on
7/18/2022 to add professional engineering services.
WHEREAS, the City and R112 Engineering, Inc., entered into Amendment No. 3 on
12/28/2022 to add professional engineering services.
NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc., to
provide additional professional engineering services as described on Exhibit A.
Scope of Work:
See Exhibit A.
2. Fee:
The compensation for the additional work is based on a Time & Materials Basis of
$50,000.00, increasing the overall total authorization amount to $250,000.00.
Time of performance:
No Change. The services shall be complete for the project on or before 1.2/31/2024.

Program Management Assistance

Background
RH2 Engineering, Inc., (RH2) was selected through a Request for Qualifications process to manage
the design of pretreatment improvements for the City of Pasco's (City) Process Water Reuse Facility
(PWRF). Related to this selection, RH2 prepared a Value Engineering Report evaluating different
pretreatment options and comparing those to what is proposed in the Ecology -approved PWRF
Facility Plan. RH2 currently is working on the design of water supply, increased electrical services,
and additional winter storage ponds that will help support pretreatment improvements at the PWRF.
The City has requested RH2's assistance with managing the coordination of a treatment system that
consists of the design -build of an anaerobic digestion system, renewable natural gas system, and a
biological nitrogen removal system by Burnham SEV Pasco LLC (Burnham). Two third -party
companies are still working with Burnham on the pretreatment options. RH2 will help bring these
systems into a coordinated final design proposal for treatment improvements at the PWRF. This also
will include an evaluation of the City's PWRF site for location and space requirements for the
proposed improvements.
Additional effort required to complete this project are outlined in this Scope of Work.
Task 1— Program Management
Objective: Provide assistance to the City related to PWRF treatment systems evaluation and
coordination with the processors on an as -requested basis.
Approach:
1.1 Provide support as requested by the City for managing the information provided to the
treatment system manufacturers and evaluating the proposals and planning information they
provide.
1.2 Assist the City with potential layout and site planning on current and proposed sites in
conjunction with the storage facilities design RH2 is already performing.
1.3 Provide support to the City on communicating and preparing materials for meetings with the
processors.

Assumptions:
RH2 will rely upon the accuracy and completeness of information, data, and materials
generated or produced by the City or others in relation to this Scope of Work.
Project Schedule
RH2 will commence with this work upon notice to proceed from the City.
It is anticipated that notice to proceed will be granted in July 2023 and that work will be completed
before December 31, 2024.
Fee for Services
The fee for services shall be on a time and expense basis and shall not exceed $50,000 without prior
written authorization of the City of Pasco. The total authorization amount for this Agreement shall
not exceed $250,000.
