new residential Design standards to provide much needed housing in
Pasco.
As you look at ways to vary the configurations of future housing stock I
am requesting you keep garbage trucks in mind.
Pasco currently has an efficient and mostty mechanized system for
garbage collection. Drivers can get out of their trucks and hand carry
garbage but it costs more to provide that service.
With the design of new neighborhoods I am requesting you consider
the following issues:
1. Currently Garbage trucks are held to the fire truck standards. This
is �aery useful when considering a turn radius's but it's an apples ta
oranges comparison when considering function. Fire trucks are
stationary once they arrive.
a. Garbage trucks come down your street a minimum of 1 time
per week and depending on your recycling choices and the
mix of housing types you permit in the future, you may see
as many as 3 garbage trucks coming down your street every
wee k.
2. Garbage trucks should never back up — they have limited visibility
and major blind spots when backing up
a. It is always preferable for garbage collection to have through
streets that allow trucks to keep moving forward

b�n°r�s which I will leave with your clerk but we request
this council avoid them. When garbage collection is missed
because someone parked in a way that blocks our trucks the
public is always upset to have their service disrupted.

4. Many new urban design standards use narrower streets to
promote a community feeling. When implementing this design,
keep in mind where you want the garbage cans put out on
garbage day. If you allow on street parking on a narrow roadway
you may have to place your garbage can in the middle of the
street impeding garbage trucks and the traveling public alike.
5. When blending commercial multi-family units with single family
residents you are putting two types of garbage service side by
side. This is not problematic, but it does require two garbage
trucks coming down the street to serve the same neighborhood.
All Developers of mixed use and residential neighborhoods should
submit their plans to Basin so we help them evaluate their plans
and ensure there is proper collection access for cans and
dumpsters.
If garbage service is planned in advance of planning and construction it
becomes much cheaper for the public.
This council prides itself on providing cost effective solutions. Failing
to consider garbage in residential design means you will have to decide
whether the total community subsidizes inefficient, Non mechanized
service or whether you will create differently tiered pricing structures
depending on the limitations of specific community designs.
I hope these points allow you to make informed and thoughtful
choices about your future residential design standards. Basin looks

. Hammerhead Service Standards
Hammerhead tur'i��;arounds must be free and clear of any obstructions on the customers
scheduled collection day for all trash services provided by Basin Disposal.
• Example: N❑ parked cars, boats, RV's etc. on the sides ar end of the
hammerhead o�astructing the drivers from being able to safely perform service.
• Hammerheads m��t have (30) feet of unobstructed overhead vertical clearance
for loading at all times.
• Hammerheads or travel aisles leading to the �rammerhead shall be a minimum of
20 feet in width.
If the hammerhead is not kept clear during s�rvice, possible customer service interruptions may
occur, resulting in trash not being picked up on the scheduled service day.
If trash services are unable to be collected on the scheduled service day due to an obstruction,
and Basin Disposal has to dispatch a truck on a non-service day, this will result in additional
service fees to the customer.
