SEPA NON-PROJECT ENVIRONMENTAL IMPACT STATEMENT
SCOPING SUMMARY
Environmental Impact Statement Scoping Process
The intent of Environmental Impact Statement (EIS) Scoping is to narrow the focus of the
EIS to only address "probable significant adverse impacts and reasonable alternatives."
As defined in the State Environmental Policy Act (SEPA), "significant" means a reasonable
likelihood of more than a moderate impact on the environment. In the SEPA context,
"environment" means both the natural and built environment.
On June 7, 2022, the City of Pasco initiated the EIS Scoping Process for the Broetje
Orchards LLC New Heritage Comprehensive Plan Land Use Amendment by issuing a
Determination of Significance (DS) and Request for Comments on the Scope of the Non-
Project EIS. The City of Pasco distributed notice of the DS and Request for Comments to
the local, regional, and state agencies, organizations, and Tribes.
During the EIS Scoping comment period,five comment letters from outside agencies were
received.
Summary of EIS Scoping Comments
The following summary highlights comments, major issues, and concerns that were raised
during the scoping process and is organized by major topic areas/elements of the
environmental headings. This summary is intended to address the general subjects, and
concerns identified by the comments received and does not reflect all elements to be
evaluated within the EIS.
Cultural Resources
• Proposed undertaking lies within traditional territory of the Palus Tribe
• Insufficient data to assess impacts of this project on cultural resources
• An assessment of the cultural resources within the Area of Potential Effect (APE)
• An archaeological assessment or investigation within the Area of Potential Effect
(APE)
• Results to be provided for review prior to commencement of project
Transportation
• The potential negative impacts to the state transportation system
• The potential negative impacts to:
o Interstate I-182
o US Highway 12
o US Highway 395
• Technical (supplemental) reports and analysis do not include state highways and
facilities
• Technical (supplemental) reports and analysis do not include the US 12/East A Street
intersection
• Land Capacity and Traffic Analysis necessary for current and future conditions of each
proposed alternative
• The State transportation system should be included in the EIS
• Current and future traffic analysis must not include any improvements to the state
transportation system without agreement from the Washington State Department of
Transportation
Water
• Future construction activities may require coverage under the Construction
Stormwater General Permit
Natural Gas
• Availability of 6" main gas line on south side of E A Street
Conclusions/Final Scope of the EIS
The majority of the comments received during the public scoping period for the Broetje
Orchard LLC New Heritage Comprehensive Plan Land Use Amendment are related to
Transportation and Cultural Resources. Based on the comments received during the EIS
Scoping period, and the elements of the environment initially identified by the City of
Pasco, the elements below will be evaluated and analyzed in the EIS. The EIS will also
analyze the potential impacts associated with each of the specific environmental subjects
identified in the SEPA checklist under each of the following environmental elements:

o Earth
o Air
o Water
o Plants and Animals
o Energy and Natural Resources
■ Built Environrnent
o Environmental Health
o Land and Shoreline Use

o Transportation
o Public Services and Utilities
Per WAC 197-11-444(3), some or all of the elements of the environment in WAC 197-11-
444 may be combined.
The alternatives to be analyzed in the EIS include:
A. Mixed Commercial and Residential
The preferred mixed commercial and residential alternative assumes
development of the site as currently proposed, with an approximate density of
8-9 housing units per acre, and five acres of community business space.
B. Reduced Mixed Commercial and Residential
The reduced mixed commercial and residential alternative assumes the site will
be developed with less housing at an approximate density of 5-6 housing units
per acre, and four acres of community business space.
C. No-Action Alternative
The No-Action Alternative is intended to represent the most likely outcome(s)of
the site in absence of the proposal.
Distribution List for Scoping Summary
The Scoping Summary will be distributed to agencies,jurisdictions and organizations send
the Determination of Significance/EIS Scoping Notice, and people and organizations that
submitted scoping comments.
