Subject: Draft Environmental Impact Statement for the proposed Comprehensive
Plan Amendment – Jubiliee Foundation/New Heritage; CPA2002-003 &
SEPA2022-038
We have reviewed the Draft Environmental Impact Statement (DEIS) for the proposed
comprehensive plan amendment for the Jubilee Foundation/New Heritage development
and have the following comments.
The DEIS identifies three alternatives, and we agree with its conclusions that
potential negative impacts will occur to the state system, primarily at the US 12/A
Street and Sacagawea Park/Tank Farm intersections, and specific mitigation measures
to ensure concurrency would be identified at the time of approval of a Land
Subdivision and Concomitant Agreement.
As subsequent developments are proposed, they will be subject to review for their
impacts to the state system. This information is normally obtained through a Traffic
Impact Analysis (TIA) performed by the developer. Improvements to offset the
impacts of future development proposals must be identified in the TIA. Developers
will be responsible for any mitigation necessary to offset significant adverse impacts
to the state highway system and we expect the city to assess a pro rata share
contribution from developers for all other impacts.
