ADJOURNMENT Page 2 of 22 MINUTES Parks & Recreation Advisory Board 5:30 PM - Thursday, March 9, 2023 Council Chambers CALL TO ORDER The meeting was called to order at 5:30 pm, by Kate Bonderman, Chair. She welcomed Patrick Hicks the new Parks Manager to the meeting. ROLL CALL Board Members Present: Steven Gruenberg, Alex Thornton, John Morgan, Bradyn Leyde, and Kate Bonderman Board Members Absent: Mark Middleton and Nolvia Salinas City Council Representative Present: David Milne City Staff Present: Dan Dotta, Brent Kubalek, Patrick Hicks, Zach Ratkai, and Ally Garza APPROVAL OF MINUTES Approve the January 5, 2023, Parks & Recreation Advisory Board Meeting Minutes MOTION: Ms. Bonderman moved to approve the minutes from the January 5, 2023, Parks & Recreation Advisory Board meeting. Mr. Leyde seconded. Motion carried unanimously COUNCIL REPRESENTATIVE & BOARD MEMBER REPORTS Mr. Leyde mentioned that the AAU basketball season had ended was happy to see there was more gym space is available for use. Mr. Gruenberg asked if the City Council has named Madison Park Mr. Ratkai stated that the names were being presented to City Council on March 20th. Page 1 of 3Page 3 of 22 STAFF REPORTS Mr. Kubalek reported the following topics related to the Recreation Division. • Big Cross Frozen Tundra Run • Spring Pasco Recreation Runners & Youth XC League • Pasco History Tour Challenge • Preschool Programs • Youth & Adult Basketball have finished • Senior Center held a Valentines Day Bingo Event and they are provided Enhance Fitness opportunity averaging 28 attendees per month. • Field Rentals • Soccer Fields • Awarded the Musco/NRPA Youth Sports Equity & Sports Field Lightning Grant Mr. Hicks reported on the following topics related to the Parks & Facilities Division. • A 5th zone was added to the Parks Department • Hiring a new Groundman and promoted another Groundman • Remodel of Kurtzman Park/ADA accessibility • Continuous City Wide Clean Up • Burns Road & Chiawana Park • Butterfield Water Plant Treatment Plant Landscape Project including pruning and rock • Cleared Burden Boulevard after the windstorm • Irrigation and growing season • Pre-emergent applications • PW Wastewater Treatment Plant • Softball and lacrosse season field prep • Cemetery west lot irrigation system install • Park shelter roof repair • Arbor Day Event scheduled for April 12th at 10:00 a.m. at Kurtzman Park Mr. Ratkai reported on the following topics; • Master Plan for Parks & Rec Update • Pool Bubble Update • New Parks in the Broadmoor Area • Monthly meeting with the US Army Corps of Engineers • Bids for the Pool Bubble (all year round swimming options and partnering with Pasco School District & Channel cats • Update to the adjacent park next to Peanuts Park • Artificial Turf at Softball Complex Page 2 of 3Page 4 of 22 • Burden soccer fields will have a championship field in the future • Artificial turf will be added to the Burden soccer fields to reduce maintenance Mr. Morgan asked if staff had researched the artificial fields and Mr. Kubalek said yes. Mr. Morgan complimented staff on how well the Sun Willows Gold Course was being managed. MISCELLANEOUS DISCUSSION Mr. Ratkai reminded everyone the next PRAB meeting is scheduled for Thursday, May 11, 2023. ADJOURNMENT There being no further business, the meeting was adjourned at 6:03 p.m. PASSED AND APPROVED THIS ______ DAY OF ___________, 20___ Page 3 of 3Page 5 of 22 Parks & Recreation Advisory Board MeetingPage 6 of 22 Recreation Report PROGRAM HIGHLIGHTS •Spring PR Runners –Youth XC League •Ended up with 90 participants (up 18 over last year). •All Cities COED Youth Volleyball •First year of the program •Includes 5th/6th Grade and 7th/8th Grade Divisions •Games began on April 21st •Named the Pasco Kraken •COED Youth Softball/T-ball •Practices began April 24 •170 Participants (up 49 over last year)Page 7 of 22 Recreation Report PROGRAM HIGHLIGHTS •Adult Ultimate Frisbee League •Began April 13; runs through mid-June (down 1 team from 2022) •Aquatics •In process of hiring summer Aquatics Staff •Holding 3 separate Lifeguard Certification Classes •Pool filled and Channel Cats have begun practicing •Seniors •Held Pie Day Event at First Avenue CenterPage 8 of 22 Recreation Report •Rentals •Shelter Rental Season is open •Kurtzman Building available for Rental •Highland Park •Columbia Basin Youth Football Spring Flag Season has begun. •Soccer Fields •Soccer field use has begun –Have Field use agreements with 5 separate leagues. OTHER UPDATES •Youth sports equity assessment (NRPA Grant) is underway •Alexandrea is now the Recreation Marketing Specialist •Recently secured a $20,000 sponsorship to support Youth Sports Programs •Hiring new Recreation Specialist (Adrian Galvez) to begin work on Monday, May 15.Page 9 of 22 Parks Report Parks Update ◦Irrigation start up city wide. ◦Applying Pre and Post emergent for weed control. ◦Fertilizing landscapes. ◦First seasonals brought on for the season May 1st. ◦Arbor Day event held at Kurtzman Park. ◦Park Ranger hired and will start May 30th. ◦Park bathroom vandalism and drug use in bathrooms on the rise. ◦Sheryl retired (cemetery secretary). ◦Palomino Garden completed and open for use. ◦Athletic field painting. Mindful of rapidly growing Pasco, we aim to ensure accessible open space near the river for generations to come.Page 17 of 22 Shoreline Park Vision Large park potential with amenities (shelters, shade trees, restrooms, playground, basketball hoops, etc) & interpretive art Redirect Shoreline Drive traffic inland Historic Columbia River Road becomes a safe pedestrian & bike trail Maintain designated wildlife preserve wetlands with river access points & interpretive information kiosks Gravel pit spillway area reimagined as gateway to a grand park SOS Save Our Shoreline May 2023Page 18 of 22 Current Master Plan proposes “Mixed Residential / Commercial” use right up to Shoreline Drive Minimal “improved river park” with minimal recreational opportunity Endangers an established wildlife preserve and ecosystem Last chance for a major riverside Community Park SOS Save Our Shoreline May 2023Page 19 of 22 Save Our Shoreline envisions a new large park adjacent to the preserve shared by the ENTIRE community to enjoy the outdoors & natural environment. Felix Vargas - He is a graduate of PHS in the 60’s and then went on serve a distinguished military career and I believe he retired after serving many years in the Diplomatic Corp. Mr. Vargas could have chosen anywhere in the world to live but he came back home to Pasco. He has been involved in many civic groups and affairs and continues to strive to make Pasco a better place for all of us. I believe he has worked close with various city departments and always strives to get people involved with the city. Page 22 of 22
