Regarding: Proposal to Provide Traffic Engineering Services
Traffic Engineering On -Call Services
City-wide
Pasco, Washington
PBS Proposal 78062.000
Dear Mr. Padvorac:
PBS Engineering and Environmental Inc. (PBS) is pleased to submit this proposal to the City of Pasco (City) to
provide on -call traffic engineering services for Pasco Washington.
This proposal outlines our project approach, scope of work, schedule, and budget for PBS services based on our
understanding of the project information provided to us to date, and experience with similar projects.
PROJECT UNDERSTANDING AND APPROACH
The City relies on consulting traffic engineering services for development review of traffic impact analysis (TIA)
reports and currently has only one consulting firm providing this service. The City has a backlog of TIA reports,
traffic safety studies, and other traffic studies that need to be reviewed as part of the land use application process
or within other City processes. The City would like to expand the service to another firm with traffic engineering
staff experienced with preparing and reviewing traffic reports.
PBS staff have extensive traffic engineering experience in Pasco as well as extensive experience with providing on -
call development review services to other public agencies. References are available upon request. PBS proposes to
provide on -call traffic engineering services to the City of Pasco to conduct TIA reviews.
SCOPE OF WORK
PBS proposes the following scope of work for on -call traffic engineering services:
• Convene a meeting with City and DKS staff to standardize the TIA review process.
• Document protocol for TIA review process. These may be established but may include:
o Clear lines of communication among City staff, applicant's engineers, and PBS
b Turnaround time for each review of each report
o Pre -application support associated with determining if a development will require a Tier 1 or Tier
2 TIA
o Review of TIA scope of work for the consultant preparing the TIA
o Review of submitted traffic studies and preparation of comments
o Responses to questions and comments from either the City or applicant's engineers

• Support City staff on recommendations for traffic mitigation as needed.
• Support proportionate share contribution estimates for development projects as needed.
o Review proposed mitigation improvement scopes.
o Verify or prepare construction cost estimates for mitigation improvements.
o Recommend methods of calculating mitigation proportionate shares.
• Review and recommend strategies, based on PBS staff experience, to ensure the City meets requirements
for traffic concurrency.
• Support legal evaluation of concurrency status, with a subconsultant if needed.
• As needed, on a case -by -case basis, arrange for a subconsultant to provide specialty services related to
PBS traffic study review services.
• Review other studies addressing traffic engineering topics, as requested by the City.
LIMITATIONS OF SCOPE
Each specific project scope, timeline, and costs, will be negotiated and agreed to in writing as PBS work is needed.
ASSUMPTIONS
• PBS will supply traffic engineering services on a time and materials basis at the attached billing rates.
• The City and PBS will establish a common process for consistency of review with the current traffic
engineering consulting firm.
• On -call services will be limited to providing traffic study reviews and comments. Other traffic engineering
and consulting services are available with additional scope and fee arrangements.
• An estimate of PBS labor hours (and, if applicable, subconsultant hours) will be supplied prior to
beginning each requested traffic study or concurrency review. Hours will vary according to the study
complexity: for example, simple Tier 1 TIA reviews will require significantly fewer hours than reviews of
thorough traffic safety studies or Tier 2 TIAs.
• City staff will be available to discuss questions and comments related to traffic study and concurrency
reviews.
• The City will provide direction on the TIA guidelines to be used.
DELIVERABLES
• Supply initial comments regarding traffic studies, concurrency reviews, or concurrency legal support
within ten business days for City staff review.
• Fallowing City staff input and feedback, supply a complete set of review comments within five business
days.
Return City staff calls and emails within one business day.
COMPENSATION ESTIMATE
PBS proposes to provide the scope of work on a time and materials basis, with a total fee not to exceed $45,000.
For each traffic study to be reviewed, an individual task order with scope and fee estimates will be developed
based on the complexity of the traffic study and the attached rate sheet.
The fees and terms under which these services are provided will be in accordance with the attached PBS General
Terms and Conditions for Professional Services (Rev. 10/2018). The Terms and Conditions and this proposal
constitute the entire agreement (Agreement) between the parties and may not be changed without prior written
consent of the parties.
